Research On The Problem Of The Airline Overbooking From The Perspective Of Public Governance

In the current,China’s civil aviation industry is in a period of rapid development,The total passenger transport volume of civil aviation in 2016 was 490 million,up 11.8 percent from the previous year.Civil aviation is the fastest growing mode of transportation among all modes of transportation,such as railway,highway,water and civil aviation.With the rapid development of the civil aviation industry,domestic major airlines have already introduced the strategy of overselling tickets to carry out revenue management,so as to increase their own earnings.In southern airlines(hereinafter referred to as the "CSAIR"),for example,admittedly overbooked seat in solving the waste problem,improve airline revenue of the role of obvious,but at the same time,because is not very appropriate overbooked control and management also brings negative effects,the legal disputes,riot,which endanger the safety of the social problems.The negative effect is due to the relevant government departments,airlines and passengers,and other main body function,so in this overbooked practice under the premise of not eliminate,how to make super sale strategy become infallible,or minimize negative influence surface,make passenger satisfaction,customer retention,makes the waste of airlines increase revenue and reduce seat,making the government’s control of overbooked more reasonable,has the vital significance.Based on this,this paper analyzes the current situation of overselling problems of domestic airlines from the perspective of public governance,the defects and how to put forward relevant improvement strategies from the perspective of government management departments,airlines and passengers.Based on the "CSAIR" as the main object of study,as one of the China’s four big airlines,China southern airlines has representative overbooked flight ticket issue,because this paper by collecting the overbooked flight ticket issue case caused by all kinds of social problems,this paper on the basis of public governance theory the necessity of overbooked flight ticket issue governance;Secondly,by analyzing the data of oversold air tickets of China southern airlines,this paper summarizes the current situation and causes of oversold air tickets of major Chinese airlines.Finally,based on the experience of developed countries such as the United States and the European Union in dealing with the problem of oversold air tickets,the paper puts forward sound policy Suggestions from the three main bodies of the government,airlines and passengers,so as to improve the management of oversold problems.
