Evaluation On Overall Planning Of Urban And Rural Development Based On Public Particip Ation: A Case Study Of Gansu Gaolan

Urban master planning,as a programmatic document for the development of urban planning and construction,plays a decisive role in China's urban and rural planning system;planning implementation evaluation is a comprehensive inspection of the implementation of the plan for a period of time and is an indispensable and important part of the urban planning system.The Law on Urban and Rural Planning was promulgated and implemented.Public participation in urban and rural planning has been given a legal basis,and public participation in urban planning has become a matter of general concern to society.Through the establishment of a general plan for public participation and the implementation of a multi-dimensional evaluation system to evaluate the overall plan of the city,problems in the urban plan were discovered and further optimized to ensure the healthy development of the city.In this paper,through the study of public participation in the multi-dimensional evaluation system of the urban master plan,the public policy attributes are fully utilized to ensure the public interest and improve the efficiency of the implementation of the urban plan.The evaluation proposes operable optimization suggestions and measures.This article selects planning related experts,government related personnel,ordinary people and stakeholders as the actual research objects,mainly using Delphi method,AHP AHP,GIS spatial superposition analysis method,comparative analysis method,field survey method,through the public Participate in the analysis of the content,ways,and index construction system of the overall plan implementation assessment,and further study and analyze the three dimensions of public participation in Gaolan County's urban and rural overall planning from the implementation effect,implementation mechanism,and public participation planning assessment,and found that the public participation in Gaolan Causes and optimization countermeasures of problems in the implementation evaluation of the county's urban and rural overallplanning.The study found that the implementation and evaluation of the overall planning of urban and rural overall planning of Gaolan County should be addressed in terms of methods,processes,content,and systems.It is recommended to expand public participation to the overall process of implementation and evaluation of the overall plan,comprehensive evaluation of multiple values,and refined evaluation Indicators,and establish an evaluation system for experts and the public to evaluate together to ensure the fairness and science of the evaluation.
