Protection and renewal of historic district has been a difficulty of our urban plan. Since the first batch of historic and cultural cities announced, the conservation work has obtained certain results. But just for the lack of social consensus and legal protection, plus the pressure of urban development and technology backward, so far, buildings and character of historic districts have been damaged a lot, especially in big cities like Tianjin. So it has been an urgency of urban planning that how to effectively coordinate protection, renewal and development and how to dig and sort the characteristics of historic districts.This study is a basic research of the subject "Conservation Planning and Management of Historic Districts in Tianjin"(2010-KJB-20). Based on reference and contrast of advanced theory, technique and practice at home and abroad, the study argues new developments of conservation plans and then focuses on system, content, technical method and security system of implementation of that in Tianjin. By comparing foreign and domestic parallel planning system, it gives reference and inspiration for Tianjin to construct a scientific conservation planning system, and makes historic districts meet urban development of Tianjin in future while being sustainable and effective protected.Firstly the article overviews the system, techniques, process and stages of development of historic districts conservation plan at home and abroad. Secondly it makes a detailed contrast and analysis of the theories development of conservation plan, and planning of that under different levels of Britain, France, Japan, America and other Western countries, and domestic historic cities like Beijing, Shanghai, Harbin, etc. By summarizing the international current focus and new trends of technology and planning methods, it finds out differences and their causes in planning and implement of conservation plans between our country and abroad. Thirdly, it contrasts from the administration, policy instruments, market behavior intervention and public participation to sum up implementation security system of historic district conservation plan. At last, it takes practice case studies of historic district conservation plans like Marais district, lace market and the first palace garden of Tianjin for example to make a operational comparison, by doing this, the study improves a targeted conservation plan system that is conducive to long-term protection and sustainable development for historic districts of Tianjin, and promotes applications of cutting-edge theories and technical methods in planning and implementation of conservation plans as well.
