China and Africa have traditional friendly relations,and China's assistance to Africa has existed for a long time.Africa,as an important foothold of "one belt and one road",has become an important direction for China's foreign infrastructure construction.China's infrastructure cooperation projects with Africa are mainly embodied in China's railway project contracting to Africa.As far as the total number of new contracts and turnover of China's foreign project contracting are concerned,the amount of new contracts signed and completed contracts in Africa has the fastest growth rate.However,due to the complexity of the historical development,political,economic,social and cultural environment of African countries,China's railway aid projects in Africa are facing varying degrees of risks and challenges,presenting different assistance status.Compared with the research on the cooperation in infrastructure construction between China and Africa,this paper focuses on the micro-level research of railway construction.and analyses the reasons for the different effects of China's railway assistance to Africa.And try to provide some measures and suggestions to avoid the risk of China's foreign infrastructure assistance.This paper is mainly divided into four parts to explore China's railway construction assistance to Africa.This paper chooses four countries with strong railway assistance in Africa since the 21 st century,namely Ethiopia,Nigeria,Libya and Angola,to elaborate on the risks faced by these four countries in the process of railway construction and their different aid effects.There are three research methods in this paper.They are comparative analysis,case analysis and historical institutionalism.At the same time,this paper analyses the deep reasons for the different aid effects of the four countries from the perspective of national capacity.
