In order to study the policy effect of carrying forward and transferring credits in the double-point policy and its concrete influence on the automobile industry,the dissertation regards the traditional energy vehicle manufacturers' dual-credit and the conditions that the related enterprises meet as criteria,and selects the representative traditional energy vehicle manufacturers and their affiliated companies,Dongfeng Motor Corporation and its affiliates,as the case study objects.The decision-making model with minimum production cost plus NEV purchase expenditure minus vehicle sales revenue as the objective function is established,and is constrained by the way of credit use,production capacity,vehicle selection and other factors.By comparing two situations of no technical improvement and technical improvement situation in the four scenarios of CAFC credits non-carryover and non-transferable,carryover and non-transferable,non-carryover and transferable,carryover and transferable,analyze whether the CAFC credits are allowed to carry over or to be transferred affect the compliance production of the automobile production enterprises,and the effect of the carryover and transfer of the CAFC credits are obtained.Finally,based on the results of the research and analysis,suggestions of production strategy for the traditional energy vehicle manufacturers and their affiliates under the constraints of the dual-credit management method are proposed,and the policy effect of the dual-credit management method is evaluated to made corresponding suggestions for policy makers.
