Design And Evaluation Of The PPP Mode Of JC Highway Construction Project

With the integration of Beijing,Tianjin and Hebei,traffic infrastructure construction has become the vanguard,and many highway construction projects have landed.JC highway construction project is one of the key projects.Most of the expressway construction projects are projects with long investment time,huge investment and long return period.They face financing difficulties,uncertain investment returns and high risk.PPP model has become a new mode of highway construction and operation in cooperation between government and social capital.This model helps to improve the efficiency of financial funds,reduce the cost of construction and operation,improve the efficiency of resource utilization,improve the quality of public services,provide better public transport products and travel services,and achieve equal cooperation between government and social capital.The purpose of mutual benefit,risk sharing and benefit sharing.This article combs the research background,the purpose and the significance,the domestic and foreign research present situation,the thesis structure arrangement;has summarized the PPP related concept,the value for money and the risk management theory;unifies the JC highway construction project outline,The analysis shows that the traditional procurement mode is not effective,which not only costs a lot of manpower,material resources and financial resources,but also faces many risks of determination and uncertainty.Therefore,the project needs to seek a new operating mode PPP model to become the first choice.This paper analyzes the necessity of using PPP model and the key problems to be solved,designs the PPP model from the aspects of project operation mode,risk sharing,supervision,etc.Finally,the conclusion that JC expressway construction project is suitable to use PPP mode is concluded.This article through to JC highway construction project design and evaluation of the PPP mode,preliminary solved in whole life cycle of the emphasis and difficulty in using the PPP mode exist,and gives reasonable suggestion,has made the related conclusion.The author hopes to provide relevant theoretical and practical experience for the future PPP mode operation of highway construction project,and promote the further application and promotion of PPP mode.
