With the rapid development of China’s urbanization,more "urban diseases" have appeared in cities and intensified others.In order to deal with the deteriorating human settlements and the population health which has been constantly threatened,the World Health Organization launched a call of constructing Healthy City around the world.Disaster is the main destructive factor of the sustainable development of healthy cities.Due to the high concentration of urban population and construction facilities,earthquakes,fires,floods,mudslides,infectious diseases,chemical plant explosions and other urban disasters pose a great threat to the security of urban residents.In this context,the city’s comprehensive disaster prevention and mitigation capability has become one of the important symbols of sustainable urban development.Therefore,urban disaster prevention green space,as the green ecological infrastructure,should not only play an role as the spatial carrier of health activities,but also actively elaborate its important function of preventing and avoiding disasters to maintain and improve city safety.Current study results about safety evaluation of the disaster prevention green space are mostly concerned with one certain disaster prevention function evaluation,there is deficiency of one systematic and comprehensive evaluation system,which are difficult to make comprehensive and reliable evaluation on the refuge safety conditions of disaster prevention green space,effective guidance to renovation design and planning,so it is necessary to construct a set of scientific and reasonable safety evaluation framework of disaster prevention green space.In this study,the disaster prevention green space system of Fengxian new town in Shanghai was investigated in the first place,this study also systematically combines several evaluation methods which are widely used at present,Through a large number of literature research,expert consultation,and visits to local residents,the present situation and relevant indicators of urban disaster prevention green space were preliminarily explored,and the domestic and overseas research progress of urban disaster prevention green space and relevant practice cases were sorted out.On the basis of summarizing the existing research results,a preliminary set of indicators was established.Delphi expert method and AHP analytic hierarchy process were used to assign values to the evaluation indexes,and then the function assessment indicator system of green space for disaster prevention was finally put forward,the system mentioned before was then used to evaluate the disaster prevention green space planning in Fengxian new city,Fengxian District,Shanghai.According to the evaluation results,detailed improvement strategies are proposed for the adjustment objects at all levels.Based on the construction of the safety evaluation indicator system and the improvement strategy of the disaster prevention green space system in Fengxian new city,in this paper final part the research did a reflection and summary.This paper explores the construction of disaster prevention function evaluation system and conducts practical application on disaster prevention green space in Fengxian new city,which would provide reliable and feasible practice reference standards for planners and decision-makers,and also provide theoretical support for the optimization of the research on the function assessment indicator system of green space with disaster-prevention and danger avoidance in the future which oriented by healthy cities.
