In the recent year,the electricity retail market gets fast development in China.The researches mainly focus on the market permission mechanism,the contract format,and the financial settlement.Little attention is paid to the operational risk and the ensuring mechanism of the retail market.The electricity retail companies may exit from the markets initiatively or passively due to change of service range,insufficient qualification,financial problems,etc.To avoid interruption of power supply and loss of the electricity consumers,the electricity retail companies or the supervision agencies should design the last resort service in advance for smoothly shift of the suppliers,as well as the stable operation and healthy development of the electricity retail markets.The management mechanism,the last resort service,and the credit ratting of the overseas electricity companies are investigated.Suggestions to improve the last resort service,e.g.the qualification and choice of the last resort service companies,the service procedure,the consumer distribution,and the last resort service price,are proposed.To reduce the possibility of the last resort service,some suggestions about the information disclosure and credit rating are proposed.For practical implementation of the last resort service,the multi-stage design to the last resort providers is propsoed.To avoid the last resort service,the risk factors of the retail companies are analyzed,and the composite evaluation index based on effect and time weighting is proposed.The k-means clustering algorithm is used to analyze the level of the operational level risk of power company/market.The BP neural network is used to predict the future operational risk.The case results are given to viliate the feasibility of the proposed models.
