It has been more than five years since the new round of electricity industries reform with the publication of Zhongfa [2015] No.9 "Several Opinions on Promoting the Reform of Electricity Industries".There is a huge complementary advantage in southern China in terms of the reverse distribution of energy production and consumption and the distinguished supply structure of five provinces.The construction of southern regional electricity market can achieve a better configuration of energy resources.The establishment of a southern regional market starting from Guangdong has become an issue that must be considered in the construction of Chinese electricity market.The calculation of available transmission capacity(ATC)in Chinese two-tier market,which includes the agent's quotation,is a basic requirement for organizing transactions and conducting market clearing in southern regional market.Whether the result of ATC is accurate or not has a significant impact on the efficiency of the southern regional market.However,the calculation of ATC mostly focuses on calculating the total supply capability in recent research.There is a research gap in the calculation of ATC in a sub-market in regional electricity market,such as the cross-zonal electricity market.The calculation ATC in cross-zonal electricity market is worth of studying.Firstly,the paper systematically sorts out the coupling methods,transaction organization methods,and transmission capacity allocation methods in multi-level regional markets.The paper studies the cross-zonal transaction,transmission capacity allocation methods in United States and Europe respectively.The paper puts forward the problems we encountered in the ATC calculation.Secondly,in view of the above-mentioned problems in the ATC calculation,this paper establishes a calculation model of ATC considering the network division and analyses the key concepts and complete process of the ATC calculation.The estimation methods of the three key parameters are proposed and then used in a 6-node calculation example.The definition accuracy problem of a certain key parameters is proposed and its correlation between other parameters is analyzed.Finally,this paper analyzes four typical power flow states based on the ATC calculation model considering network division.After analyzing the advantages and limitations of this model,a new parameter definition is proposed and a new ATC calculation model is established based on this new definition.Based on six types of evaluation indicators,the effectiveness of the proposed method,model and algorithm is verified by the IEEE 30-node standard example and the five-zone interconnected system example.
