The Management System Of China's Electric Power Industry Predicament And Countermeasure Research

As the basic guarantee of national economic development,electric power has become an important grasp to promote economic development along with the continuous improvement of the level of electrification of terminal energy consumption in China.However,in recent years,the dilemma of the power industry management system is more prominent.The points are as follows: Firstly.The existing supervision system of power industry in our country has the phenomenon of merging policy-making and supervision functions.The absence of an independent supervisory authority brings in difficulties to the uniformity of power management standards,the efficiency of power supervision,and the effective operation of the power industry;Secondly,the management responsibilities of the power industry are decentralized,the problems of over-regulation and supervision oversight coexist,and the fragmentation of power industry management is prominent,which can neither meet the requirements of the current power system reform,nor the rapid economic and social development of power industry.Thirdly,in the specific implementation of China's power industry management,problems of non-uniform and non-standard management have exposed.Industry management has large differences in different regions,provincial power barriers,construction and operation of thermal power with high-energy consumption,and rentseeking behavior,etc.hindering the formation of the order of China's power industry management norms.This article is in the context of the severe dilemma of China's power industry management system,discuss in-depth on how to deal with the difficulties and to promote the sustainable and healthy development of the power industry.The purpose of this paper is to achieve the effect of pulse checking of China's power industry management system by discussing the development of the power industry management system and the current difficulties.There are three problems in the management system of the power industry.The first one is that the State Electricity Regulatory Commission,as the special management agency of the power industry,has not been granted the necessary rights to implement micro-management.As a result,it was reorganized with Energy Bureau,making China's power industry return to "integration of policy-making and supervision" state.The second one is that there are many departments that implement management in the power industry in China.Although multiple departments carry out management from different emphasis,they have poor coordination with each other.The third one is that the local governments have certain power over the management of the local power industry,which has been applied for local protection during the implementation of the power industry policies formulated by the central government,which harmed the comprehensive results of the policies.At the same time,drawing lessons from the power industry transformation of the United States,Britain and other countries,the countermeasures and suggestions for dealing with the dilemma of the power management system with Chinese characteristics are proposed.Firstly,separate the government department's macro regulation and power regulatory agency's micro regulatory,give the micro regulatory agency of power industry important rights such as market access management and price management,so that the micro regulatory of the power industry can be concentrated on independent regulatory agencies of power industry,solving the problem of "integration of policy-making and supervision" in the power industry management.Secondly,solve the problem of decentralized power management among administration agencies by promoting cooperation,including determining the general principles of coordination between different agencies at the high level through the National Energy Commission,while at the implementation level,the management not only considers the goals of itself,but also considers management objectives of other departments.In addition,the establishment of an information sharing platform promotes coordination between different management departments.Thirdly,establish a vertical and unified industry management system across the country.Professional power management departments will give orders to their dispatch agencies in various regions to complete industry management in the field of power generation and transmission.Local governments no longer have the right of market access management and price management,but to fully fine-tune and implement specific policies in the power industry in accordance with the actual conditions in the region,and complete industry management in the field of power distribution and sales.
