Ship building and repairing engineering is a large-scale comprehensive project integrating technology,capital and personnel management.Under the influence of many factors,such as complex operating environment,long engineering cycle and different types of work involved,the risk rate of China's ship building and repairing industry has been relatively high,which is second only to mining industry in all industries.Since the21 st century,with the support of national policies and changes in the international market situation,China's market share in the world shipbuilding industry has been increasing year by year.Even though the improvement of China's ship building and ship repairing technology level,ship building and repair safety management in our country has been a step.However,in fact,the level of safety management of ship building industry in China cannot reach the international standard.A number of major safety accidents may occur here every year or even every month,causing huge loss of life and property.At the moment,China is vigorously advocating the development strategy of the maritime power and the “Maritime Silk Road”.If the safety management problems of ship building and repairing engineering are not properly solved,it will seriously affect China's plan of going to the deep sea.Safety management is a part of the entire ship building and repair production management system.Safety management is the top priority for any project.If safety problems cannot be guaranteed,other aspects of management such as quality,schedule and cost will be greatly affected.Therefore,we need to combine the instance analysis of shipbuilding and ship repairing to analyze the safety management status of construction engineering.We need to learn from the advanced management concepts and models of various industries in China and other countries to analyze the problems in the safety management of ship building and repair engineering.Finally,the effective and feasible safety management measures are summarized to ensure the safety and stability of ship construction.First of all,the safety management,accident cause theory and the basic theory of the relevant evaluation method,will be analyzed in this article to lay a theoretical foundation for the study of ship construction engineering safety management.Then,we will selectShidao H shipyard,which is representative of the industry,as the research object to analyze the current situation of shipyard safety management.Taking the representative33000-ton bulk carrier H3023 as an example,we will invite a number of experts in ship building and repair engineering safety management to conduct in-depth summary and analysis of the risk factors affecting ship building and repair engineering by using questionnaire and analytic hierarchy process(AHP),and find out the risk factors that have a greater impact on the safety management of ship building and repair engineering.On this basis,combines with the accident cause theory,the safety management process and the four major risk factors affecting safety management are effectively combined to form a comprehensive safety management mode consisting of three lines of defense of "prevention,treatment and control" and four elements of "human,machine,environment and management".We should solve the existing problems from the angle of management structure and management process,optimize the safety management measures of ship repair and construction project of H shipyard,improve the safety level of ship building and repair engineering project,clarify the division of responsibilities,ensure the implementation of the system,and realize the safety control of the whole process.Finally,this article will use the analytic hierarchy process(AHP)and fuzzy comprehensive evaluation method to evaluate the effectiveness of the improved safety management model and verify its rationality.Through evaluation and calculation,it is found that the optimized safety management measures can prevent and make up for the deficiencies in safety production in advance,effectively reduce the risk of safety management,to realize the safe and orderly production of ship building and repairing engineering.
