| The planning and construction of public rental housing,especially the planning and construction of supporting public service facilities in public rental housing communities,are directly related to whether the basic living needs of low-and middle-income groups can be guaranteed.However,under the market economy-led development situation,the centralized construction of public rental housing districts generally has problems of remote location,imperfect allocation of public service facilities,and low occupancy rate of public rental housing.By conducting a practical study on the public service facilities allocated in public rental housing communities,we can understand the effects of the current construction and use of public service facilities in public rental housing communities.This article takes public service facilities of public rental housing as the research object,and the research is divided into three steps: first,to sort out the evolution of national and regional policies,construction standards and standards in the industry;second,to use field research,long-term observation,in-depth interviews and The survey method combined with the questionnaire survey investigated the basic information and the current situation of the spatial layout of 15 Xi’an public rental housing communities,collected the supporting construction and usage of public service facilities in public rental housing communities,and conducted a preliminary analysis of these basic data.Summarize the existing problems of public service facilities that have been constructed in public rental housing communities and the factors that affect the effectiveness of public service facilities;finally,a qualitative and quantitative evaluation method is used to build an effective evaluation system to public Evaluate the effectiveness of the construction of service facilities.The evaluation system for the effectiveness of the construction of public service facilities in public rental housing communities in Xi’an constructed in this paper is divided into two levels: a classification layer and an indicator layer,of which there are 6 classification layers and 15 evaluation indicators.The specific weights of the classification layer and the indicator layer are determined by combining experts and residents.Using excel and matlab to process and calculate the survey data,the comprehensive evaluation results of the effectiveness of the construction of public service facilities in Xi’an public rental housing community are obtained.The research on the effectiveness of the construction of public service facilities in Xi’an public rental housing districts can reflect the running status of the plan,reflect the scientificity and adaptability of the planning decision and the quality of the operation and implementation,and help to find the shortcomings of the established plan,which can be continuously adjusted and adjusted.Improve the allocation of public service facilities in the housing community to provide a theoretical basis and experience for improving the supporting construction of public service facilities in the public rental housing community and improving the actual occupancy rate of public rental housing. |
