J.C.Moughtin mentioned in the "Green Scale" : Water and green regeneration will become the center of urban regeneration.Therefore,in order to realize the revival of the existing urban areas in the context of the stock planning,the river surges of the existing urban areas play an irreplaceable role.In recent years,the river systems of many international metropolises have undergone transformation and regeneration.The hardened river banks in the past have been transformed into integrated post-industrial places for residence,leisure,and work,which has reshaped rivers.And the ecological landscape and leisure activities of urban space and other functions.In China,the planning and construction mode of "separation of city and water" still hinders the coupling of rivers and urban spaces.The Party's "19th National Congress of the Communist Party of China" proposed to speed up the construction of ecological civilization.How to achieve the coupling of existing urban rivers and urban spaces will inevitably become one of the focal areas of land and space planning in the future.This paper takes the existing urban rivers and urban space as the research object,summarizes the coupling mode of the existing urban rivers and urban spaces;combines the relevant policies,regulations and standards of China,and summarizes the existing urban urban rivers in the context of national spatial planning The degree of coupling between the flood and the urban space;using the analysis framework of the coupling model,combined with the empirical case of Donghaoyong's refined research and interview survey,summed up the experience and deficiencies of the coupling;Finally,the above research is combined to analyze the existing urban rivers and cities The methods and optimization strategies of spatial coupling planning are discussed.The specific research contents of this article are as follows:The first chapter,as the introduction chapter of this article,clarifies the research object,research problem,research purpose and significance,research method and framework.The second and third chapters are the basic research on the coupling between the existing urban area and the river.Based on the previous theoretical research and excellent practical cases,the coupling model is comprehensively determined to include two dimensions: the spatial planning and construction dimension and the management coordination dimension,and the spatial planning and construction dimension includes the four major characteristics of safety,ecology,publicity and systemicness The management coordination dimension includes three aspects: planning level,governance level and guarantee level.Chapter 4 combines the existing laws and regulations,technical standards,relevant policies and relevant planning practices to study the current status of the coupling of rivers and urban spaces in China's existing urban areas.Summarizing the dimension of spatial planning and construction,the relevant laws,regulations and policies of the relevant departments of the Ministry of Water Resources are considered when summing up,but in practice the industry norms have not been successfully guided across departments,resulting in a low degree of coupling between rivers and urban space;management coordination All levels under the dimension need to be improved.The fifth chapter makes a detailed analysis of the empirical case Donghaoyong by using the summarized coupling model framework,and summarizes its experience and deficiencies.Chapter 6 is a summary and refining,combining all the above research,combining relevant theories and relevant experience and lessons at home and abroad,exploring the strategies and methods of coupling planning of existing urban rivers and urban spaces,and proposing the transformation and principles of planning paradigms,and from The spatial planning dimension and the management coordination dimension respectively propose corresponding specific strategies.
