Urban shrinkage is a hot topic in current international city research,mainly used to describe cities that have experienced population reduction and economic decline due to deindustrialization.Since the 1970 s and 1980 s,Western countries have generally experienced urban shrinkage due to suburbanization,deindustrialization,and industrial relocation caused by globalization.In recent years,China 's economy has moved from the era of rapid growth to the “new normal” of medium and high-speed development.As a result,some cities and regions have contracted accordingly.In the "Key Tasks of New Urbanization Construction in 2019",the contracted small and medium-sized cities were proposed for the first time,requiring them to "downsize and strengthen the body,change the inertial incremental planning thinking,strictly control the increment and revitalize the inventory,and guide the population and public resources to concentrate in the urban area.".The shrewd contraction of small and medium-sized cities has become an important issue in urban governance.Guangdong Province,as a typical region with rapid urbanization and high industrialization,has experienced population loss in some regions in recent years while its economy is generally growing.This article defines this "shrinkage in growth" as a semi-shrinkage phenomenon,and conducts research on the identification of semi-shrinkage areas in Guangdong Province,the characteristics,evolution and mechanism of urban land expansion,in order to provide a reference for the governance of semi-shrinkage areas.First,the study analyzes the identification,spatial distribution,and spatial and temporal evolution of semi-contracted areas.By combing the definition standards of shrinking cities in domestic and foreign literature,including data sources,index selection,research scales,etc.,we selected 118 county-level administrative units and 56 town-level administrative units(Dongguan,Zhongshan)in Guangdong Province.the study.At the same time,combined with the urbanization development process of Guangdong Province,the population and economic dimensions are divided into four types: fast growth,slow growth,semi-contraction and double contraction.Finally,54 semi-contraction units were identified using data from 2005-2018.In terms of spatial distribution,the semi-contracted area presents a "double circle layer" structure,that is,the outer ring of the outer cities of Guangdong Province and the inner ring of the outer counties of the Pearl River Delta;in terms of social economy,the semi-contracted units present a small population and a small economic scale However,the feature of rapid growth can be called the leader in the late-coming regions.Through the analysis of the spatial and temporal evolution of the distribution of the two-stage semi-contracted areas,it was found that after 2010,the outer ring subsided and the inner ring halved in the semi-contracted areas of Guangdong Province.Secondly,to study the characteristics of urban land expansion in the semi-shrinked area of Guangdong Province from 2011 to 2018.The analysis found that in the first half of the urban land shrinkage area,the proportion is not much 12.3%,but its expansion rate is the highest.Among them,the county area semi-shrinkage area increased by 32.9% between 2011 and 2018,which is significantly higher than the other three types Increase.In terms of land use structure,the characteristics of low industrial and mining areas and high residential areas are obvious in semi-contracted areas.After 2010,urban expansion was driven by industrial and mining storage land,residential land,and commercial land.In the half-shrink area of land use efficiency,the level is low and the growth rate is the lowest.The factor dilution effect brought by the rapid land use expansion is obvious.Thirdly,taking Longmen in Huizhou as a typical case,it analyzes the mechanism of urban land expansion in semi-contracted areas.The study found that the location characteristics of the periphery of the growth pole,the characteristics of the stage of rapid industrialization development,and the industrial development environment of the Pearl River Delta's retreat of the second,third,and third industries have all become the reasons for the rapid expansion of land in semi-contracted areas in Guangdong Province.This expansion is also accompanied by the positive and negative effects of ecological resources on regional development,as well as the effect of a single industrial structure resulting in poor impact resistance.Finally,based on the analysis of the spatiotemporal evolution and spatial expansion mechanism of the semi-shrinked area in Guangdong Province,drawing on the concepts of shrewd shrinkage and the case of foreign urban shrinkage management,the planning response strategy for the semi-shrinked area of Guangdong Province was proposed within the framework of the national land spatial planning system.Determine the distribution of semi-contracted areas through differentiated planning and overall planning across the province,establish a regional coordinated development mechanism to promote the reasonable development of semicontracted areas in contraction,and provide development opportunities for semi-contracted areas through institutional innovations such as green credit.
