Planning Research Of Ethnic Minority VillagesBased On Triple Helix Theory

With the rapid development of the Rural Revitalization Strategy,the construction of the ethnic minority villages is in full swing.For ethnic minority villages that have bred rich cultural treasures,cultural protection and inheritance in rural construction are highly valued.At the same time,with today's economic development entering the stage of knowledge economy,the upgrading of industry depends more on knowledge,technology,creativity,talents and other resources.The development of cultural and creative industry has gradually matured,becoming an important driving force of rural construction,and there is great space for development.The Triple Helix Theory emphasizes the interaction between multiple innovation subjects,forms the helix force through the long-term strengthened cooperation,and reflects the positive effects of innovation on nature and society.Based on the Triple Helix Theory,it is currently deriving a variety of industry-university-research projects with colleges and universities,and matches the strengths of government-industry-university-research strengths and development goals in rural construction to determine the fusion of theoretical logic.Through the basis of field research and the analysis of the role played by the multiple innovation subjects including government,universities and enterprises of the Triple Helix in the rural construction of Louna village,collected data by means of questionnaire distribution,telephone inquiry and text survey,selected representative innovation subjects as research nodes,and used social network analysis methods to study the system index such as Centrality,Betweenness,Constraint of Structural Hole of each node.Then draw network relationship analysis diagrams of innovation subject,and summarize characteristics according to quantitative analysis: a)In the rural construction of Louna village,there are many innovation cores in the regional innovation network,among which the government is the main driving force.The special attribute of the mixed organization determines its dominant advantage.b)The utilization of resources among different subjects is unbalanced,and the cooperation with most universities is short and inefficient.c)On the whole,the innovation drive of the Triple Helix of Louna village is changing from single to multiple,and the cooperation relationship has been strengthened.Based on the above conclusions and the field research,a new environment should becreated to conducive the cooperation of the tripel helix innovation subjects,and led the overall planning of Louna village with cultural creativity.Determine the overall layout of "one core,two lines,five partitions and eight parks",and define the triple helix main role of the block.Make the core area of national cultural and creative development as the key point of Louna village planning,and carry out targeted planning countermeasures in combination with multi-ethnic customs area,fruit and vegetable creation area,sports area and architect town.Closely following the overall positioning of "Ethnic cultural and creative village",guide the development and construction of tourism products and cultural protection,with clear focus and phased implementation.
