Post-Evaluation Study Of KB Power Transmission And Transformation Project

On March 1,2016,the China Energy Research Association released the"China Energy Outlook 2030" report,stating that China's power demand growth will slow down for a long time in the future,and the construction of the power grid will enter a new period.The construction of any project requires a suitable evaluation method.In the current development period,the implementation of post-project evaluation can not only improve the project management process,but also achieve system-level evaluation of the project.At the same time,scientific analysis of problems in power grid construction will greatly improve construction efficiency and effectively reduce power grid construction costs.At home and abroad,there are already many research results of post-construction evaluation of power grids.This paper combines the experience of related topics at home and abroad,analyzes and summarizes related methods and theories,and combines its own work experience to study the KB power transmission and transformation project.The four basic elements of the KB power transmission and transformation project are analyzed.On this basis,the corresponding post-evaluation index system is established.The AAA analysis method is used to evaluate the KB power transmission and transformation project.The preliminary decision-making,construction preparation work,construction management work,completion acceptance work,etc.were analyzed;the project operation effect and financial benefit were evaluated in the project effect and benefit evaluation;the social and environmental benefits were evaluated in the environmental and social benefit evaluation.Evaluation analysis;project sustainability evaluation analyzes sustainability from external factors and internal factors.Through calculation,we can draw the following conclusions:From a holistic perspective,the project has achieved good results,and proposed solutions for the local production and living power resources shortage,which has promoted local economic development to some extent.During the operation phase of the project,the project is in good working condition,the internal rate of return of the project life cycle has reached the industry level,the profitability is good,the environmental impact and social benefits are effectively implemented,the social benefits are more significant,and the project construction is established aims.
