Preventive maintenance means that when the overall performance of the pavement is good but there are slight diseases,appropriate maintenance measures should be taken at the right time to improve and protect the functional condition of the pavement without increasing the bearing capacity of the structure.To implement preventive maintenance,relevant management decisions should be made first.For example,how to deal with the relationship between preventive maintenance and conventional maintenance,whether the two can be integrated,how to rationally allocate preventive maintenance funds,and how to standardize the decision-making process of preventive maintenance management,etc,these problems have not yet been clearly solved,and far from a unified consensus has been formed.Relevant management and maintenance units mainly make management decisions through subjective experience.The possibility of misdecision-making is high,which leads to serious waste of maintenance funds and poor maintenance effect.Especially for ordinary highway asphalt pavement,it affects the popularization and application of preventive maintenance,which is a good technology.In view of this,this paper studies and explores the preventive management model of asphalt pavement on ordinary highway,the main research work includes:(1)Research on the integration of preventive maintenance and conventional maintenance modes of asphalt pavement of common highway.Conventional maintenance mode has obvious shortcomings,but it is impossible to abandon conventional maintenance and implement preventive maintenance completely.The feasible way is to integrate the two modes of preventive maintenance and conventional maintenance,and gradually expand the proportion of preventive maintenance.Therefore,based on the analysis of the necessity and feasibility of the integration of preventive maintenance and conventional maintenance mode,by comparing the technical indicators and maintenance tasks of the two modes,it can be seen that preventive maintenance is close to minor maintenance and partial mid-maintenance of conventional maintenance.Accordingly,the method of integration of preventive maintenance and conventional maintenance mode is put forward: the system concept of preventive maintenance is used to treat minor maintenance and partial mid-maintenance in conventional maintenance,and preventive maintenance measures are used to replace the mid-maintenance cover in conventional maintenance as far as possible.(2)Research on the allocation method of funds for preventive maintenance of asphalt pavement of common highway.How to allocate the preventive maintenance funds reasonably is the key and difficult point in the decision-making of preventive maintenance management,and there is still a lack of scientific methods.Firstly,according to the road condition standard of preventive maintenance,the determination method of preventive maintenance measures and the determination method of preventive maintenance timing,the section suitable for preventive maintenance in the next year and the corresponding measures are determined.The allocation of preventive maintenance funds is to distribute the maintenance funds reasonably to the sections most in need of preventive maintenance.Therefore,the allocation of preventive maintenance funds is transformed into the ranking problem of the importance(priority)of the sections.This paper classifies and combines the key indicators affecting the importance ranking of road sections,such as the pavement technical condition,traffic volume,the grade of road sections and the comprehensive impact of people's livelihood,and establishes a comprehensive evaluation model for the importance ranking of preventive maintenance sections.According to the analytic hierarchy process of index scale,the weight of each index is determined,and the matter-element theory is introduced to solve the model.Based on this,the importance of preventive maintenance sections is ranked,and then the allocation of preventive maintenance funds is determined.Finally,the application process and method of this method are illustrated with examples.(3)Discussion on standardization of decision-making process for preventive maintenance management of asphalt pavement of common highway.The main tasks of preventive maintenance management decision-making include: The process of road condition detection and evaluation,road condition prediction,selection of appropriate sections,determination of reasonable measures,selection of appropriate timing,rational allocation of preventive maintenance funds,effect detection and tracking observation,etc.At present,there are some shortcomings in the decision-making of preventive maintenance management of pavement,such as great randomness,poor sustainability,and lack of standardized and unified standard process.Standardization can uniformly stipulate the content of work for common and repeated use,in order to obtain the best order and benefit in the predetermined industry.Therefore,the work content of preventive maintenance management decision-making is sorted out and summarized.Combined with the sequence of preventive maintenance management decision-making,the standardized process of preventive maintenance management decision-making for ordinary highway asphalt pavement is formulated,and the use method of typical steps in the process is expounded.This paper puts forward the integration method of preventive maintenance and conventional maintenance mode of asphalt pavement of common highway,establishes the allocation method of preventive maintenance funds,and formulates the standardized process of preventive maintenance management decision-making.The established allocation method of preventive maintenance funds is the main innovation of this paper.The research results can guide the decision-making of preventive maintenance management of asphalt pavement on ordinary highway,and can also be used for reference by the relevant management and maintenance departments of Expressway and urban roads.
