Research On Russian Energy Diplomacy From The Perspective Of National Identity

Russia has huge energy reserves and is a major energy producer and exporter in the world.Taking advantage of energy,Russia has formed a traditional economic structure with the "fuel-power complex" as its pillar,and actively carried out energy diplomacy to expand its political influence through energy advantages,making energy diplomacy serve the country's overall diplomacy.Russia under Putin has paid more attention to the role of energy.In recent years,Russia's energy diplomacy has been,strengthened and has had an important impact on the region and the international community.Based on the perspective of national identity and the related theories of energy geopolitics,this paper analyzes the status,motivation,effectiveness and current constraints of Russian energy diplomacy.First,comb the formation and development of Russian energy diplomacy,conduct a text analysis of Russian energy strategy,summarize the characteristics of Russian energy diplomacy in the new century,and use case analysis to analyze diplomatic practice among Russia and the energy resource subjects,energy transit subjects,and energy consumption subjects.Secondly,from the perspective of national identity,analyze the motivations for Russia to develop and continuously strengthen energy diplomacy,build an analysis framework of "national identity-national interests-national behavior",and discuss the interaction mechanism among identity,interests,and behavior.Starting with the four national identities:corporate identity,type identity,role identity and collective identity,explore how each of Russia's important national identity affects national interests and then determines the country's foreign energy policy.Finally,evaluate the effectiveness of Russian energy diplomacy and discuss the current constraints.Russia's energy diplomacy was formally formed during the Soviet period,and became a national policy during the Yeltsin period.Russia's energy strategy and foreign energy policy in the new century have undergone many adjustments,reflecting the characteristics of diversified energy exports,which are synergistic,practical,and forward-looking.From the perspective of national identity,the four national identities-energy superpower,empire successor,regional power,and Eurasian country respectively affect Russia's national interests,which in turn drive the development and strengthening of energy diplomacy.Energy diplomacy is not only an important support for Russia's economic revitalization,but also an effective means to enhance its international status and deepen foreign energy cooperation.Under the guidance of the strategic objectives of energy export diversification,China-Russia energy cooperation has become a new bright spot in Russian energy diplomac y.Although energy diplomacy has played an active role in promoting Russian economic growth and safeguarding national interests,its long-term stable development still faces many constraints.Russian energy diplomacy not only has structural factors restricting its sustainable development,but also faces geopolitical risks and the constraints of external forces.In addition,the impact of the shale gas revolution has weakened Russia's structural power in the world's energy system.
