With the uneven distribution of global energy resources and loads, the centralized development of renewable energy resource-rich regions and the construction of transnational / regional interconnected power grids have gradually become an effective means of constructing economical and efficient power systems and rational use of renewable energy resources.Northeast Asia has certain energy advantages and regional advantages in renewable energy development and transnational power interconnection. It can transmit renewable energy power across the country and establish regional interconnection to promote the optimal allocation of resources in various countries, thereby reducing power generation costs and generating benefits. The assessment of the potential renewable energy resources and development sites is a necessary prerequisite for the development of wind and PV power. With the development of wind power and photovoltaic power generation technology, some previous evaluation results of Mongolia’s renewable energy development potential underestimated the development potential of Mongolia’s renewable energy, which is not time-effective,nor can it be an effective reference for grid planning.Accurately assessing resources, coordinating generation and inter-regional grid planning can promote the development and consumption of Mongolia’s renewable energy and advance research on the interconnection of Northeast Asian power grids. Therefore, based on the summary of the existing research, the following researches have been carried out and forms the key contributions made by this thesis:(1)Firstly,it focuses on the natural attributes of renewable energy resources, summarizes the characteristic indicators in the assessment of wind and solar energy resources, and analyzes calculation models and methods. Then, the optimal selection and layout of wind turbines and PV modules are further discussed briefly. Finally, based on the existing data and calculation models, the characteristics of wind and PV output in Mongolia are analyzed, forming the basis for Mongolia’s resource assessment.(2)In order to accurately evaluate the development potential of renewable energy resources,a multi-criteria decision analysis(MCDA)method based on geographic information system(GIS)is proposed.Considering multiple factors such as resources, terrain, environment, and power grid conditions, combined with the GIS spatial analysis methods, using ARCGIS software to make decision analysis on the influencing factors of renewable energy development sites, the overall process of resource assessment is given from both technical and economic aspects and methods. Then, the potential development areas of wind and solar resources in Mongolia were evaluated, the feasibility and effectiveness of the proposed method were verified, and the conditions for the development of renewable energy in Mongolia were analyzed based on the evaluation results.(3)After assessing the potential of renewable energy resources development,in order to promote the consumption of renewable energy,a large-scale new energy power transnational transmission planning method that comprehensively considers the sending-end power supply pooling mode,receiving-end point selection, and transmission technology is proposed.Aiming at the particularity of transnational transmission,a comprehensive cost / benefit cost model and economic evaluation index system were established to conduct economic evaluation of transnational transmission. Finally, four cross-border interconnection schemes are proposed to analyze the case of China-Mongolia power interconnection.Considering the impact of changes in tax rates, exchange rates, and investment costs on cross-border interconnection schemes, the four schemes are compared economically and sensitively from the perspectives of transmission costs, economic net present value, and internal rate of return.
