Evaluation Of Personnel Transfer Of Cruise Mass Rescue Operation

With the improvement of people’s living standards and the continuous progress of science and technology,the global cruise industry shows a booming trend which increasingly people use cruises as a means of transportation for the journey.Not only to ensure comfort and convenience,its safety is particularly important.Although cruises have advanced equipment and safety devices,in recent years there have been several cruise accidents,such as the Costa Concordia,the Sewol,the Oriental Star,and so on.When a cruise has a serious accident at sea,and the safety of the passengers on board can not be guaranteed,a mass rescue operation should be carried out in a timely manner to transfer the passengers to a safe place and provide assistance within the capacity.The evaluation of the security of the personnel transfer for mass rescue operations should be a prerequisite for personnel transfer operations.The purpose of this paper is to establish an evaluation system for personnel transfer of mass rescue operations of cruise to judge its safety.Considering the fuzziness and randomness in the transfer process,the cloud model is introduced to evaluate the personnel transfer of cruise mass rescue operation.Firstly,this paper summarizes the characteristics of cruise ships and personnel transfer,and refers to relevant paper,puts forward a preliminary index system for the evaluation of personnel transfer in mass rescue operations of cruises,and the preliminary index system selects 31 indexes.Then,the cruise accidents’ reports combine with the expert investigation method and weight filter method are used to screen the indexes and build the final evaluation system,the system includes 6 first-class indexes and 23 second-class indexes.Whereafter,the analytic hierarchy process was used to establish the index weight.After that,the cloud model is consists 4 comment sets.the index evaluation standards are determined by papers and cases The index weight was combined with the cloud model to proceed the comprehensive evaluation.Taking the data of the accident of "Costa Concordia" as an example,the personnel transfer of cruise mass rescue operation combined with experts opinions was evaluated.Finally,the evaluation results are obtained and analyzed.Combining with the actual results of the action and the views of relevant institutions,the evaluation results are confirmed to be in line with the reality and the effectiveness is verified.The main results of this paper are as follows:(1)Put forward the evaluation of personnel transfer of cruise mass rescue operations.(2)Quantitative standard of indexes.Use the cloud model to conduct a comprehensive evaluation on the personnel transfer of cruise mass rescue operations.Through the above research,the purpose is to provide the direction for the cruise mass rescue capacity construction,provide the evaluation scheme for the personnel transfer of cruise mass rescue operation,assistant rescue agencies and workers in the judgment,reduce the rescue risk of the people to be rescued and the rescue personnel in the cruise ship accident,improve the safety and effectiveness of the rescue,and provide reference for personnel transfer operation.
