Research On The Management Of Financial Risk Of H Highway Municipal Project Under PPP Model

With the introduction and deepening of the policies,the PPP model of cooperation between the three parties has been vigorously promoted in China.As one of the important measures of supply-side structural reform,the application of PPP model has played a signifieant positive role.However,a series of problems that arise should also arouse our attention,such as the effect is not ideal,the project landing rate is low,the earnings return mechanism is not perfect,the policy system is defective and so on.This paper puts the focus on the financial risk under PPP mode,based on the environment of Municipal Highway engineering industry,selects the H Highway project which is representative as an example,discusses how to identify and evaluate the project financial risk under PPP mode,and puts forward some suggestions on financial risk management control measures.In the course of the research,this paper analyzes the financial risks of PPP municipal engineering projects from the following four aspects:financing risk,investment risk,cost overrun risk and tax planning risk.On the basis of understanding the causes of risk,this paper analyzes the causes and influencing factors of four kinds of risks in detail,and puts forward concrete and feasible prevention and solution measures from the source of risk,in order to have certain reference significance for H project and other similar projects.
