Under the national "The Belt and Road" initiative,H company shoulders N group's long-term mission of further deepening the "go global" strategy,and puts forward new requirements for overseas project development due to its own development needs.Against this background,in accordance with the group's internationalization strategy framework,H company has formulated a new phase of internationalization strategy implementation direction with the development of hydropower in Cambodia as the priority,in combination with its own resource allocation,geographical advantages and target market conditions.Hydropower projects have large investment and long period,and overseas projects have high long-term risk due to political uncertainty and other factors.Therefore,scientifically demonstrating the feasibility and necessity of the implementation direction of the strategy,determining the strategic objectives based on internal and external conditions,and proposing a scientific and reliable implementation route and safeguard measures are an important subject that H company urgently needs to implement at present.This article obtains from the state-owned enterprise internationalization strategy,"area" initiative H Cambodia hydropower development company under the specific strategic target,the strategic issues related to the systematic research,elaborated the strategy behind the state-owned enterprise realizes the historical background of the "area" initiative,the practical value of the hydropower industry "Going Globle" strategy,Cambodia on behalf of southeast Asian nations economic development demand for electric power development and the practical significance of the hydropower development of H company in Cambodia,combined with its development course and the present situation of domestic and international project development operation,comprehensive utilization of tools such as PEST framework,porter five models.For Cambodia hydropower development external macro and industry environment and internal conditions,all-round analysis of the strategic opportunity,evaluation decision-making and risk management,using the SWOT analysis matrix of the various elements of the strategy combination,on the basis of its make a strategic choice,has been clear about the strategic implementation of policies and objectives,elaborated the related strategy implementation path and content,proposed in view of the strategic implementation safeguard measures of risk,to the state-owned enterprise internationalization strategy of "Going Globle" the related research and H company's main business development and realize the goal of first-class energy company has certain theoretical significance and practical significance.
