The Research Of Post Evaluation On "Six Indexes" Of New Naval Ships

To build our nation into a maritime power,priorities must be given to the development of the construction of the Chinese Navy.In order to strengthen our naval power,it's essential to improve the performance,quality and fighting efficiency of naval ships,which are one kind of the core strength of navy equipment.To improve the ship's combat readiness and mission reliability,as well as reducing the cost of maintenance,it is necessary to make comprehensive efficiency evaluation of new naval ships.However,relevant research mainly focused on the design stage instead of the service stage of the ship.Therefore,with the consideration of the characteristics of "six indexes" which include reliability,maintainability,supportability,safety,testability and environmental adaptability,the "six indexes" system of the new naval ships is established.Refer to the normal post evaluation procedure of non-profit-making ship,a systematic two-stage procedure of post evaluation on "six indexes" of new naval ships is designed,which includes:Considering that the evaluation is operated by the expert group,a weighting method based on expert cluster and deviation entropy is proposed to unify expert opinions,combined with the method of evidential reasoning approach,realizing the comprehensive assessment for the first stage and summing up the experience of the construction.And then a second evaluation is implemented among the new naval ship and its kind for the single characteristic which has not reached the expected goal,so as to provide the improvement direction for the naval ship.By applying the procedure to a new naval ship which has been in use for 1 to 3 years,with the collection of actual data under the post evaluation plan,the expert weight can be confirmed.The comprehensive evaluation results and the level of each characteristic can be obtained for two schemes which includes the expected target and actual construction result of the new naval ship,to measure whether the actual construction effect has reached the targets.According to the results of the comprehensive evaluation,the second evaluation is conducted for the characteristics that fail to reach the expected goal.Therefore the feasibility and effectiveness of the proposed evaluation method as well as the operability of the evaluation procedure are verified,which means the research can provide decision support for evaluation of the new naval ships based on the "six indexes".
