With the era subject of the construction of a powerful transportation country put forward by General Secretary Xi Jinping since the 18th National Congress of the Party,China's high-speed railway has entered a new period of great development.Therefore,we can clarify the degree of the high-speed railway's impact on the economy and society through deeply analyzing the mechanism of the high-speed railway for the surrounding cities at the social level and quantitatively studying its social benefits.This plays a guiding role in the scientific planning and construction of China's railways.This article uses the existing theory of high-speed railway's impact on the economy and society,establishes the evaluation index system,and applies the data envelopment analysis method in the field of economics to the social benefit evaluation of high-speed railway.Specific measures of improving social benefits are proposing after analyzing the results,and the results obtained by the model are used to divide the different impact levels of high-speed rail on the cities along the line.The main work content is summarized as follows:(1)The practical significance of evaluating the social benefits created by high-speed railways is expounded,and the development history of project benefit evaluation and the basic theories of the social impact of railway transportation are sorted out from domestic and foreign perspectives.(2)Several methods were judged by comparison,and the data envelopment analysis method was adopted in combination with the attributes of the research question The relevant theory of the C~2R model is introduced,and an improved model is proposed for improving the defects of the conventional model.(3)Through the analysis of the composition of social benefits and the selection principles of evaluation indicators,a combination of quantitative and qualitative methods is used to set indicators for the input and output of the DEA model.The input indicators are selected from three aspects:railway development investment,related service personnel input and investment that can reflect the railway passenger transportation's level.Their five indicators include asset cost for high-speed rail operation and maintenance,number of employed persons in railway company,railway passenger traffic volume,railway passenger turnover and the number of EMU.The output indicators are selected from direct social benefit and indirect social benefit.The former includes four indicators,including four cost savings:time,environment,safety and consumer fees.The latter includes four aspects of economic development,industrial structure layout,tourism development and residents' living standards.Their four indicators include added regional GDP,added value of tertiary industry,the number of attracting domestic and foreign tourists and the proportion of urban population Therefore,an evaluation index system has been established.The calculation method of input indicators and output indicators are established also(4)This article selects the Beijing-Shanghai High-speed Railway as the evaluation object to quantitatively calculate the relative efficiency value of its social benefits in recent years.The economic and social data from 2011 to 2018 come from statistical yearbooks,statistical bulletins and other relevant materials.The conventional C~2R models,C~2GS~2 models and improved C~2R models are used respectively,and the calculation results are solved through MATLAB software(5)It is concluded that the social benefits of Beijing-Shanghai High-speed Railway are developing well after ranking and analyzing of the evaluation results,and reasons for differences in relative efficiency values in different years are analyzing.In addition,the average efficiency value of different cities in recent years is calculated,and the cities along the high-speed rail are divided into three levels according to the three gradients of the ranking results,which quantitatively proves that the Beijing-Shanghai High-speed Railway has different social and economic impacts on different cities.At last,specific measures to improve social benefits are proposing.
