As an important part of the transportation system of the maritime industry,ports bring great pressure to the environment while bringing convenience to trade and transportation.In particular,the problem of carbon emissions from ships in the port area has seriously affected the surrounding areas.The quality of the environment and the health of the residents have aroused great attention from the government.With the introduction of emission reduction policies such as carbon taxes,it means that the government has put forward higher requirements for low-carbon behavior in port operations.For this reason,the port will also take corresponding countermeasures.The effective method is an important means to achieve the government’s emission reduction goals and an inevitable requirement for the development of green ports,but the use of China’s shore power technology is still not optimistic.Therefore,in order to solve the problem of port low-carbon emission reduction measures,and the difficulty of shore power promotion,this paper studies the game problems of the three relevant stakeholders,government,port and shipping company,and discusses the port’s emission reduction decision-making behavior and shore power implementation The feasibility of China’s development is to find new.ideas for the low-carbon development of China ’s ports.This article first introduces the use of shore and shore power by ships and ships and the existing emission reduction policies,and then sets up a two-stage dynamic game model with ports and shipping companies as game participants according to the different stakeholders,and incorporates the government into the In the game framework,a three-stage dynamic game model with governments,ports and shipping companies as the prerequisites of the proposed carbon tax policy as game participants.Afterwards,an example analysis is carried out on this basis,by discussing the changes in the environmental and economic benefits of shore power use for each participant,as well as the demand,shore power price,reduction cost,income and other indicators under different emission reduction targets The impact on the port and shipping company’s emission reduction strategies to verify the model results.The results show that under the constraints of the carbon tax policy,the use of shore power technology in the port is the best choice.At this time,shore power can bring maximum economic and environmental benefits;It is a more economical option to use shore power facilities at low times.However,when the shore power charges are too high,the use of shore power is not conducive to the sustainable development of shipping companies.Support the shipping company’s decision.Finally,in view of the imperfection of China’s.emission reduction policies and the deficiencies and deficiencies of enterprises’ emission reduction capabilities,reasonable suggestions are proposed from the perspective of the government and the perspective of ports and shipping companies,respectively,and the limitations and future development directions of this article are pointed out.
