| Under the background of economic globalization,trade between different regions of the world has become more and more frequent.Container terminals,as key nodes for trading between commodities,also play a more important role.With the continuous increase of container throughput and the development of large-scale ships,the operation efficiency of container terminals is required to be higher.Container import and export operation in our country,more than 90%of the container is done by the set card transport operations,due to the irregular outside set card arrived at the port and the uncertainty of time of arrival,caused the peak time of outside set card to dock at the same time,lead to traffic congestion and increase the gate queuing phenomenon,greatly affected the normal operation of wharf,and seriously affect the efficiency of dredging port and set tuck fleet operating efficiency.This paper makes an in-depth study on the congestion problem caused by the irregular arrival of the container terminal,analyzes the operation system of the container terminal when the container terminal arrives at the container terminal,and analyzes the influencing factors of the container terminal congestion.This paper analyzes the existing domestic and foreign card collection ports and related literatures on card collection queuing,summarizes the shortcomings of existing researches,and proposes to effectively integrate the return strategy into the congestion charging strategy of card collection,and balance the traffic flow of box collection cards with the return strategy of congestion charging.Based on queuing theory and fixed point theory of fluid approximation(PSFFA)set up to send card box set congestion charging return the bi-level programming model,the upper model aiming at system the least total cost optimization charge and return rate,the lower model to set card travel cost minimum as objective optimization decision-making during the period of time set card to capacity,design of hybrid genetic simulated annealing algorithm to solve the model,and get the optimal charge and return rate.Finally uses case to verify,by comparing before and after the strategy set at the gate of queue waiting time and each time set card to verify the amount of congestion charge return policy,the effectiveness of the proposed model and algorithm,and compared with no return,only the implementation of congestion charging and charge the implementation of the strategy verification charges return effect.The results of numerical examples show that the congestion charge refund strategy can alleviate the congestion at the gate of container terminals,improve the operating efficiency,and give consideration to the interests of the chi square,thus providing an effective method to solve the congestion problem at the gate. |
