With the increasing trend of large-scale ships in the global shipping market and the widening of shipping networks, many regions have gradually formed stable port clusters.Among them, ports with advantages in hinterland and cargo sources gradually gain an advantageous position in port competition and become regional hub ports, thereby obtaining higher profits in liner network transportation. In order to avoid being marginalized and to avoid becoming a branch port, the ports that are at a disadvantage in the competition urgently need to adopt strategies to prevent this situation. The traditional port competition strategy for the hinterland and cargo sources in the region has little effect on enhancing the regional competitiveness of the port. However, from the perspective of the liner network, the port as a node in the transportation network, the integration of its functions or resources often has a significant impact on the overall transportation network. The expansion or compression of a port's service capacity often affects cross-regional or even intercontinental of the port's status.Based on this, the port can jointly develop strategies by looking for cross-regional partners, and exert an influence on the liner network to guide the liner network structure to a more favorable direction. Then, for a port, how to select the appropriate merger and reorganization object based on the network perspective has become an urgent problem to be solved. In response to this problem, this article Will explore the selection of cross-regional cooperation objects based on global thinking under the background of comprehensive consideration, the relationship between ports and the interaction between ports and liner companies.First, this article explores the port's cross-regional cooperation strategy by analyzing the behavior between ports and ports, ports and liner companies, and its impact on liner companies' planned route networks. Then, based on the network perspective, this paper builds a two-layer model with the target port's minimum payment amount as the goal to optimize the selection and integration intensity of cross-regional integration objects of the port.In terms of algorithm solving,a genetic algorithm framework and column generation algorithm are used to solve the model. Finally,Dalian Port is taken as an example to discuss its optimal cross-regional cooperation strategy decision problem and verify the algorithm effect.
