With the continuous development of economic integration and trade globalization,trade between countries is increasing.In international trade,more than 90%of goods are completed by sea[1].The increase in terminal operations and the development of large-scale ships put forward higher requirements for the infrastructure and operational efficiency of the terminal.In international trade,container transportation is an important part that cannot be ignored.More than 90%containers are transported by trucks.But the uncertainty and random arrival of the trucks makes the operation of the port for trucks irregular.The terminal and the surrounding road sections during the peak hours of the trucks arrival are seriously congested,which seriously affects the normal operation of the terminal and reduces the working efficiency of the terminal.The idle exhaust gas from the slow speed trucks has caused serious pollution to the port and the surrounding environment.And in the trough hours of the trucks to the port,cranes and gate will empty consumption,resulting in the waste of human and material resources.Now there are some researches show that Truck Appointment System(TAS)can effectively alleviate the congestion of the terminal.At present,some domestic and foreign ports have been put TAS into use.But the TAS is a complex system,involving multiple operations,in the process of the implementation of the TAS,due to various factors,trucks did not arrive at the port according to the scheduled time,causing interference to the TAS.Therefore,how to reduce the impact of the no-showing appointed trucks to the appointment mechanism has become an urgent problem to be solved.This paper analyzes and studies the TAS,sorts out the existing literature on the truck appointment mode,and summarizes the shortcomings of the existing researches.The two-stage model is constructed in consideration of the no-showing trucks.In the first stage,an optimization model for appointment of delivery trucks was established,which considers the arrival time of the ship and the amocunt of its containers,the time window of each ship's port is set by the Delphi method.And the non-stationary queuing model and queuing network theory are used to construct the delivery truck appointment model.The model uses the genetic algorithm(GA)to obtain the optimal appointment scheme,that is,the initial scheduling scheme.In the second stage,when the appointed trucks no-showing on time,the rescheduling strategy is used to reschedule the no-showing trucks.And each appointment period ends,re-appointment shares will publish in the system,and update the initial scheduling plan.And GA is also used in the stage.By analyzing the field investigation of Tianjin Port,the data of Tianjin Sea and Land Container Terminal is analyzed and been used,which verified the validity of the model and the algorithm.The experimental results show that the truck appointment system can effectively smooth the trucks arrival to the port,reduce the congestion of the terminal.And the rescheduling strategy can solve the problem of interference of the no-showing appointed trucks for TAS.The model and the strategy of reschedule of no-showing appointed trucks can provide a reference for the terminals management which implement TAS.
