With the rapid development of China's water operation industry and the increasing trend of large-scale ships, the Vessel Traffic Management System(VTS)has been widely used to ensure the safety of coastal ships. Most domestic VTS systems are purchased from abroad, and equipment updating or maintenance costs are expensive.Core technology comes from abroad, which seriously threatens the security of coastal defense in China. Therefore,it is of great significance to develop localized VTS system.Radar is the main information source equipment in VTS system. It recognizes objects by forming detection echoes. When VTS systems of different manufacturers are introduced from abroad, different kinds of radar will also be introduced.VTS systems are used with matching radars. When heterogeneous radars are replaced,VTS systems are incompatible. If domestic VTS system can access heterogeneous radar,it can greatly improve the reusability of VTS system and save cost.Firstly, this paper studies a variety of radar protocol formats, finds out the similarities and differences between radar protocols, and proposes a scheme that can receive a variety of radar protocols. The original radar echo is normalized by extracting, filling and compressing steps to form a unified format that can be used in VTS system, which facilitates the use of other subsystems.Normalized echoes are sent to the recording and playback subsystem for storage.Secondly, the normalized echo is filled, merged and plotted to form the target structure, which provides the tracking data source for the target tracking subsystem. Then, the normalized radar echo is plotted on the electronic chart by Mercator projection,GDI+and double buffering technology. The system designed and implemented in this paper has been validated by the actual VTS project, and achieves the effect of facilitating multiple radar access to VTS system and uniform echo precise display in chart.
