Study On The Construction Of Learning Organization Of Zhenjiang Maritime Bureau

The report of the Nineteenth National Congress of the Communist Party of China states that "continuing education should be well conducted,learning society should be accelerated,and national quality should be greatly improved." As one of the goals of building a well-off society in an all-round way and winning the great victory of socialism with Chinese characteristics in the new era.Building a learning organization is an important part of building a learning society.It has a very important strategic significance to promote the overall development of the organization.The construction of learning organization is the key to enhance the core competitiveness of an organization in an all-round way.With the development of the times and the progress of society,building learning organizations has become an important task of today’s society,government and organizations.Zhenjiang Maritime Bureau is also actively exploring and promoting the construction of learning organization in the process of development.Since Zhenjiang Maritime Bureau was transferred from the original institution to the administrative unit in 2012,Zhenjiang Maritime Bureau has made remarkable achievements in all aspects of its work,but the bottleneck of organizational development has gradually emerged,and the original management model of public institutions has not been able to meet the management requirements of administrative units.For this reason,Zhenjiang Maritime Bureau has dared to break through the bottleneck of its own development and keep pace with the times.According to the Civil Servant Law of the People’s Republic of China and the actual development needs of Zhenjiang Maritime Bureau,the original learning organization of the unit has been perfected,and some achievements have been made.This paper refers to a large number of literature on the construction of learning organizations,using the methods of literature,comparative analysis and systematic research,through interviews and other forms to investigate and study the current situation of the construction of learning organizations in Zhenjiang Maritime Bureau,and carries out a serious analysis.At the present stage,Zhenjiang Maritime Bureau has taken many measures in the construction of learning organization,such as the operating mechanism of "study,examination and competition","tutorial system" and "the implementation method of the scoring system for young workers’assessment".These measures have played a positive role in promoting the construction of learning organization of Zhenjiang Maritime Bureau,promoting the overall development of Zhenjiang Maritime Bureau,gradually showing the advantages of learning organization construction,and achieved some results,but there are still many problems,such as:weak learning desire of civil servants,imperfect performance appraisal mechanism,imperfect flat structure and imperfect establishment.The integration of work and learning is not high.In view of the existing problems,the author actively seeks for the reasons,draws lessons from the advanced practices of the construction of learning organizations at home and abroad,and then puts forward corresponding countermeasures and suggestions,such as creating a learning atmosphere,establishing scientific learning ideas,strengthening theoretical learning,establishing a new training mechanism,improving the quality of civil servants to achieve self-transcendence and cohesion and establishing a common vision,etc.Through these measures,we hope to further improve the construction of learning organization of Zhenjiang Maritime Bureau,effectively enhance the vitality of Zhenjiang Maritime Bureau,improve the personal comprehensive quality of all the cadres and staff of Zhenjiang Maritime Bureau,and contribute to the new victory of Zhenjiang Maritime"second entrepreneurship" and the new journey of "traffic power".
