Research On Problems And Countermeasures Of Water Saving Management In Chengdu Under The Background Of Institutional Reform

China has more people and less water,and the water resources are unevenly distributed in time and space.The per capita possession of water resources in China is only about 2,100 cubic meters,about one quarter of the world's per capita water.There are more than 400 cities in the country that lack water,and more than 110 cities with more water shortages.In recent years,in accordance with the new water management policy of “water saving priority,spatial balance,system governance,and two-handed force”,China's water resources management has changed from extensive water use to water conservation,from water supply management to water demand management,and from local governance to system governance.However,the current water-saving work still has problems such as multi-head management,imperfect water-saving regulations,imperfect water-saving institutions,and backward water-saving management systems.In this article,Chengdu City conducts research on water conservation topics for research objects.In the process of writing,this paper comprehensively uses literature review method,case analysis method,comparative analysis method and other research methods to empirically analyze Chengdu water-saving work practice research,and combines domestic and foreign government's experience in water-saving work to explore and propose Chengdu Festival.Suggested countermeasures for water management.The main part of this article includes six chapters.The first chapter includes the research background,research significance,research ideas and methods,and the concept and theoretical basis of water-saving management.The second chapter introduces the development history,current situation and changes and adjustments of domestic water-saving management,and analyzes the impact of institutional reform on water-saving management.The third chapter introduces the adjustment of water-saving management in the institutional reform of chengdu,discusses the current situation of water-saving management in terms of the situation of water resources in chengdu,the total amount of water supply and the structure of water use,and analyzes the impact of institutional reform on water-saving management in chengdu.The fourth chapter analyzes the existing problems and causes of water saving in chengdu according to the requirements of institutionalreform.The fifth chapter analyzes the advanced methods of water-saving work at home and abroad and relevant enlightenment.The sixth chapter,combining with the theory of institutional reform and public management,puts forward specific measures and Suggestions to strengthen the water-saving work in chengdu.
