With the continuous advancement of the intelligent process of power grid,in the environment of smart substation,the sampling,control and communication mode of the Bay’s measurement-control device and protection device have changed,and the measurement-control device and protection device tend to be integrated.The promulgation of IEC 61850 standard and the maturity of modern hardware technology provide the technical basis for the integration of protection measurement and control devices.Moreover,IEC 61850 standard solves the consistency problem of data sharing and communication in the integration process.High-performance hardware devices can guarantee the effective completion of protection calculation and data processing at the same time.Therefore,it is practical significance to research and design the protection-measurement-control device and its communication function based on IEC 61850 standard.Based on the function analysis of protection-measurement-control device and the modeling method of IEC 61850,Substation Configuration Language was selected as the development language.Subsequently,the Object-Oriented modeling method based on Unified Modeling Language was used to complete the software model design of protection-measurement-control device.Finally,the software model of protection-measurement-control device was instantiated and compiled based on SCL,and the model file based on SCL was constructed.Finally,the hardware platform of protection-measurement-control device based on DSP was designed,and the software model of protection-measurement-control device based on Ubuntu system was realized.Considering the communication requirements,based on libIEC61850,The thesis designed the vertical communication function and horizontal communication function for protection-measurement-control device,namely,MMS communication and GOOSE communication.From the aspects of communication model,protocolstack,communication flow and communication code design,the specific design of MMS communication and GOOSE communication had been completed,and the construction of communication system based on IEC 61850 standard had been realized.According to the performance and communication function of the device,the test scheme of the protection measurement and control device was designed.The test scheme included static test,dynamic test,performance test,MMS communication test and GOOSE communication test.According to different test contents,different test methods were designed and completed.Through the analysis of the test results,the software model of the device met the IEC 61850 standard with good performance.MMS communication was accurate.And GOOSE communication was fast and reliable,furthermore its delay was less than 4 ms specified in the standard.The design method of the device and its communication function has been applied in the enterprise.It doesn’t only provide an application example to realize the integration of the device with engineering application value,but also a reference for the research of the protection-measurement-control device.
