The "512" Wenchuan earthquake has caused a large number of residents' deaths and personal injuries,especially in the extremely severe disaster areas,a large number of highintensity medical needs suddenly emerged.Because of the collapse of medical and health facilities and the death of medical staff,the shortage of medical resources and the supply failure in the region,especially the basic health system as the "capillaries" of the entire health system,the function is basically completely lost.Although external medical resources entered for a period of time after the earthquake,and some temporary medical points and field hospitals were set up,the input of external resources lags behind the emergence of medical needs in time,which is not conducive to the satisfaction of basic medical needs and the first time.Implementation of medical treatment.The earthquake was a very special scenario.The arrangement and mobilization of medical resources and the implementation of medical treatments showed relevant characteristics that were not available in daily medical and health systems.At the same time,they also exposed the configuration of conventional medical and health systems.The flaws and inadequacies of the method.Due to the particularity of the post-earthquake cases,in the course of treatment of patients suffering from earthquakes,the national medical and health facilities system through the referral of cases for the first time,a largescale cooperation relationship has emerged to disperse the medical needs of the earthquake area.In response to this rare research material,we will start with the medical needs and use the medical resources actually used in the process of treating earthquake damage for more than ten years as the basic research material,and the medical facilities under the special scene of the extraordinary earthquake.Planning to reorganize.In view of the above-mentioned phenomena,this paper conducts interviews and investigations on post-earthquake injuries through field research methods,and uses complex network analysis methods to analyze the distribution of medical resources and referrals between facilities.In terms of degree distribution,average path length,point centrality,community,feature vector centrality,clustering coefficient,weighted centrality,P1 expectation,K-nucleus,etc.,the distribution of medical resources is balanced,and the facilities are occupied.The level of hierarchy and the stability of the facility's cooperation relationship are analyzed,and the cooperation relationship between medical and health facilities is analyzed from the local and systemic dimensions.The following conclusions were obtained: 1.The medical demand flow after the earthquake has certain complexity characteristics,but the overall trend is to go to the core treatment for the first-grade facility and the trend of rehabilitation treatment;Strong preference for collaboration and stable cooperative structure;3.The overall aggregation characteristics of the post-earthquake health care service network are not obvious,the concentration of medical demand is high,the service capacity is highly differentiated,and the resource utilization is relatively unreasonable.4.The effective treatment capacity of postearthquake medical facilities is too concentrated,and the rehabilitation ability of facilities is relatively high.5.The capacity level of post-earthquake health facilities network is more than the level of stable cooperative structure.The grades vary greatly.Based on the current construction method and classification method of the medical and health system,the proposed intervention interventions for the system and different levels of facilities are proposed: further subdividing the types of facilities,strengthening the popularity of remote diagnosis and treatment,and establishing independent functional warehouses of a certain density.Strengthen the functions and functions of primary health care facilities;improve the allocation of core medical and health facilities through structural optimization and functional configuration of facilities;coordinate areas by combing internal and external high-frequency cooperation facilities and establishing a long-term cross-regional cooperation system.Supplementary external health resources.The main innovations include: 1.Abstracting the referral cooperation relationship of medical and health facilities after a major emergency event as a collaborative medical service network reflecting the behavior of the facility and patient selection,and exploring and revealing the medical cooperation facility referral cooperation structure.The complex network characteristics and its rules,and propose optimization strategies;2.Initially explored a cross-research system of complex network theory and medical and health facilities referral cooperation,and it has certain reference value for the application of the subsequent complex network theory in urban and rural planning.
