In the controlled waterways,the upper reaches of the Yangtze River,vessels have to pass under the command of signal station owing to poor topographic conditions.Under the premise of ensuring the navigation safety of vessels,improving the traffic capacity in the controlled waterways is primary task of vessel traffic scheduling.Making full use of abundant resources and equipment which supported by “Digital Channel” and “Intelligent Channel” in the Yangtze River,and improving vessel traffic scheduling method for the controlled waterways can allocate the channel resources,improve the traffic efficiency and promote the economic benefits of transportation effectively.The essence of vessel traffic scheduling is commanding vessels passing through the controlled waterways in a reasonable way according to vessels' dynamic information,so that vessels can navigate safely without wasting unnecessary waiting time.In view of the lack of enough dynamic information,the previous scheduling schemes have weakened the efficiency and fairness to ensure traffic safety,which lead to a passive and low-efficiency traffic scheduling.This thesis is devoted to a multi-objective optimization scheduling model that considers safety,efficiency and fairness.The main contents of this thesis are as follows:(1)The basic traffic rules and vessel navigation in the controlled waterways are analyzed.Based on decomposing goal of vessel scheduling,a safe scheduling model,a fair scheduling model and an efficient scheduling model are established for the controlled waterways.Compare and analyze the specific impact of each goal on vessel scheduling.(2)According to actual scheduling requirements of the controlled waterways,the three objectives of safety,efficiency and fairness are integrated together.A multi-objective vessel scheduling model is established based on multi-objective theory,and an improved ant colony algorithm called multi-objective Ant Colony Algorithm is used to find the Pareto optimal solution.(3)Aiming at the problem that the relationship and proportion between three goals in the multi-objective scheduling model are difficult to quantify,the fuzzy analytic hierarchy process is utilized to complete quantitative analysis of the three objectives and figure out the weight coefficient of the objective function of multi-objective ant colony algorithm.The multi-objective vessel scheduling optimization model is proposed to find optimal vessel queue,thus improving the fairness of the navigation and reducing the extra waiting time of vessel queue while ensuring traffic safety.
