Case Study Of PPP Project Of Beijing XingYan Expressway

PPP(Public-Private Partnership),also known as PPP mode,is a project operation mode in public infrastructure,which means cooperation between government and social capital.Since 2014,China's PPP projects have developed rapidly.In addition to the economic transformation in recent years and infrastructure projects strongly support the economic growth,the PPP model has gradually become an important cooperation model in the field of infrastructure.PPP model can not only help the government ease the financial pressure in the initial stage of construction,change government functions,but also make social capital profitable and actively participate in the construction of projects.Along with the rapid development of PPP model,there are also some industry chaos,which needs to be solved in a standardized way.In this context,the study of PPP project has practical significance.This paper combs the policy,type and operation process of PPP in recent years,and collates the scale and quantity of PPP projects in China in recent three years.In addition,the paper analyses the situation of highway toll in China.Highway PPP project is a relatively mature subdivision area in the field of PPP.There are some new experiences worth learning in recent years,but there are also some problems to be improved.This paper studies the Beijing Xingyan Expressway PPP Project(hereinafter referred to as “Xingyan PPP”),which has been included in the second batch of PPP demonstration projects list of the Ministry of Finance.It is a classic case with many successes worth learning.This paper analyses the background and development course of PPP model in China by literature research method,compares and analyses the similarities and differences between expressway PPP model and expressway traditional investment model by comparative research method,and finally analyses the basic situation,investment and financing structure and income of Beijing Xingyan Expressway PPP project by case study method,summarizes the success of the case,and finds that the case still exists.Risk and risk response measures are proposed.The application of PPP mode in various fields in China is not long.In the promotion and application of PPP mode,we should constantly accumulate and summarize the successful experience and unsuccessful lessons of PPP mode.This paper does not stick to this case,and puts forward three suggestions for the development of PPP model in China,including accelerating top-level design,improving the withdrawal of social capital and improving the participation rate of private enterprises in PPP projects,hoping to contribute to the long-term and healthy development of China's PPP projects.Finally,this paper concludes that the development prospects of PPP model in China are affirmed.It points out that the key to the success of PPP model lies in the rational distribution of benefits and risks.It emphasizes that risks can not be avoided entirely.It also needs to keep pace with the times and constantly improve the response measures.
