Study On Evaluation System For Navigation Efficiency Of Coastal Fairway

At present,China,as a shipping power,is moving towards the goal of shipping power.With the continuous increase of the throughput of coastal ports and the development of largescale ships,the fairway has gradually become one of the bottlenecks restricting the development of some coastal ports.However,the coastal port system is inherently complex and difficult to understand.Therefore,the study on the efficiency of fairway navigation can scientifically analyze the operation status of coastal fairway,and provide theoretical basis for the planning and construction of the waterway and ship scheduling management decisions.Based on the actual situation of the navigation of coastal ports,this study the definition of navigation efficiency of coastal fairway with reference to the research results of operational efficiency in related fields.Through the analysis of the main influencing factors of navigable efficiency of coastal fairway,the evaluation indexes of utilization,congestion,navigation safety and comfort are selected to construct the evaluation system of navigable efficiency of coastal fairway,and the meanings and calculation methods of each index are clarified.At the same time,according to the evaluation purpose and characteristics of evaluation indexes,an improved DEA method based on cross efficiency is selected to construct the navigation efficiency evaluation model of the coastal fairway.In the example analysis,a discrete event simulation model was built based on the port area planning and arrival ship type prediction data of a northern port operation area in 2025,to simulate the navigation operations of the operation area,and the navigation efficiency evaluation of the channel under various working conditions is counted.The index value is used to evaluate the navigation efficiency of the fairway using the constructed evaluation model.The results were compared with the relevant research results to verify the effectiveness of the evaluation model proposed by the Institute.This study proposes a method for evaluating the navigation efficiency of coastal fairway that can clearly and intuitively reflect the navigational state.The results can provide theoretical basis for channel planning and construction and timely expansion.
