After nearly a decade of trials,the river chief system has been fully implemented throughout the country as a national strategy for more than two years.At present,the organization system,,institutional system and responsibility system of the river chief system have preliminarily formed in 31 provinces(autonomous regions and municipalities directly under the Central Government),and the river chief system has been advancing rapidly.It is being transferred from "with name" to a new stage named "with reality".The new stage,new situation and especially the "strong supervision" have put forward new requirements for the implementation of the "river chief system",which is urgent to implement problem-oriented,command linkage,online evaluation,etc.;Supervising strongly in the implement progress,People-oriented and with clear responsibility.With the help of modern information technology and the river chief system management platform,this paper transforms the "information service",which is generally done,into a process-oriented "decision service" with dynamic change.The main contents are as follows:(1)Process design and process management was implemented in river chief system and a process-oriented decision-making service model was proposed.Aiming at "what to do","how to do","who does it" and "how does the result" establishes problem-oriented analytical research—discovering problems—interpreting problems—solving problems—feedback questions.The cycle is deep,and a round of problem-solving process immediately enters a new round of problem-solving process,forming a closed-loop service system with real-time feedback and rolling correction.Supportod by the real-time online monitoring system,a real-time online evaluation system that runs through the entire river management system is constructed,which integrates the diversified data information processing technology with hydrological model algorithm,big data and artificial intelligence as the core,and improves the river.Long-term rapid response mechanism and feedback tracking system.The process of information source acquisition,problem identification,command linkage,real-time online assessment,and step-by-step management system for river management system have been established.(2)Obtaining the status information of rivers and lakes through monitoring,patrolling and supervising three kinds of data sources,from data identification,problem-oriented,problem-solving as the goal,under the support of comprehensive integration support platform,the status quo of rivers and lakes Targeted evaluation;preliminary use of intelligent algorithms and image recognition technology to identify rivers and lakes;to solve problems as a goal,from the established and standardized historical successful water management experience and rivers and lakes water treatment plan composed of a program library,select specific programs And develop an implementation plan.(3)Relying on the department’s online meeting mechanism,the reference program was discussed,and through expert search,intelligent push,departmental coordination,etc.,the scheme of integrating artificial intelligence algorithm was automatically generated,and the solution library case was compensated.In the formulated implementation plan,the specific tasks and requirements of multi-departmental collaboration of problems,such as problem differentiation,task phased,disposal of sub-river,responsibility sub-sector,and task refinement,are proposed;Evaluation,diagnosis and feedback on the effectiveness of governance,forming a multi-sectoral collaboration,linkage process-based governance mechanism.(4)For the process-oriented governance of the problem,the "real-time online indicator evaluation" and "real-time online performance evaluation" were strengthened.The "assessment and assessment" of the river system has been carried out throughout the management process of the river system,and a performance appraisal method based on personal responsibility and task completion has been established,and a unified management model of the system of power and responsibility has been formed.
