Research On Safety Integrity Evaluation System Of Air Traffic Management Staff

China’s civil aviation transportation industry has been developing rapidly,and air traffic flow is increasing.Air Traffic Management(ATM)units inevitably have errors and omissions in daily operation and management,resulting in frequent air traffic conflicts such as unsafe incidents,general,serious accidents or accidents.Most of these incidents are caused by human factors.Most of these are caused by the lack of safety integrity of the unit and employees.China has successively issued policies and documents on safety integrity,and integrity construction has been initiated and basically established in various industries such as coal mining,shipping,transportation and construction,and the safety integrity of the construction system and tend to improve.In order to measure employee safety integrity,this study first review,collates and summarizes the research results of predecessors.According to the psychological formation process of safety integrity,it has established three dimensions: safety integrity cognition,safety integrity experience and safety integrity behavior.Then according to the meaning of the four dimensions,we designed the initial scale combined with expert consultation and field research,and collected the air traffic safety integrity measurement data through the scale,and used the data to carry out the indicators of the air traffic safety integrity measurement scale.The structural equation modeling method is used to test the safety measurement elements of ATM,and the safety measurement elements of ATM are selected to obtain the final air traffic safety integrity measurement model.Formulate the "Self-Test-Deduction Method" to provide evaluation methods for ATM units,and monitor the untrustworthy behaviors based on the rating results,and formulate corresponding measures to tentatively propose and formulate recommendations for the air traffic controllers’ integrity warning mechanism..At the end of the paper,the security integrity evaluation system constructed was externalized into an operational system platform.In order to promote the construction of the safety integrity system of the ATM industry and enhance the integrity level of China’s ATM industry,it has certain application value.
