Municipal Infrastructure Plan And Construction Management Research Of New Energy Industrial Park In Wuwei

Due to the rapid development of the national economy,most provinces,cities,and even counties have begun to build their own industrial parks.However,the current global energy shortage,environmental pollution,sustainable development and other issues are becoming more and more serious,and the development and utilization of new energy has risen to the national strategy.Wuwei City is located in the middle section of the Xilan Hailan New Line Economic Belt.For Gansu Province,it is the production base for agricultural and livestock products and new energy products.Under the guidance of a new round of industrial restructuring,Wuwei New Energy Industrial Park started construction in August 2010 with abundant solar and wind energy resources.Municipal infrastructure is the most important part of the construction of the park.It is directly related to the production,life and economic and social development of the enterprises and the masses of the people.It is of great value and significance for safeguarding the normal operation of industrial parks,increasing people's income and creating social values..This paper combines the geographical characteristics and functional requirements of Wuwei New Energy Industrial Zone to detail the infrastructure construction plan of the region from seven aspects: road traffic system,power supply system,water supply and drainage system,gas engineering,communication engineering and environmental sanitation engineering.Introduction.It will provide some reference value for how to make the infrastructure function efficiently and quickly when building the industrial infrastructure of the industrial park on a large scale.At the same time,the following problems exist in the construction of municipal infrastructure in Wuwei New Energy Industrial Park.The selection and inspection of engineering materials is poor.China currently lacks specific management measures corresponding to the purchase of raw materials,which will cause unnecessary waste and confusion on the construction site.The raw materials that do not meet the construction requirements are used for municipal engineering construction,which will cause hidden dangers for the future safety of the project.Secondly,theconstruction unit's behavior is not standardized,the construction process lacks monitoring power,and the construction efficiency is low.Furthermore,the technical management of the various stages of municipal infrastructure construction is inefficient,the price mechanism is not perfect,the institutional mechanism for the development of municipal public utilities is imperfect,and the coordination of municipal infrastructure construction is insufficient.Through the analysis of the problems existing in the above construction,some development suggestions are put forward.First of all,the countermeasures for the safety management of municipal infrastructure construction,the full implementation of standard chemical construction,the selection of excellent demonstration parks,as a model for other parks to learn;the formation of juries,review teams,strengthen evaluation and supervision,real-time supervision during the construction process;Standardized management,safe construction,civilized construction.In addition,in order to improve the operation mode of municipal infrastructure,in many cases,the responsibilities of relevant units have not been clearly divided,and the division of labor is vague,which hinders the development of industrial parks.Promote the paid use of commercial infrastructure and enterprise management;establish an effective market competition mechanism,ensure reasonable and benign competition,improve the efficiency of production and management of enterprises;establish diversified and diversified investment and financing channels;and innovate price systems Adjust the price through the market;improve the supervision of municipal infrastructure construction,establish a scientific evaluation index system,strengthen the supervision of safety and quality,be open and transparent,and strictly control the quality of the project.
