Hangzhou City River Comprehensive Improvement Effect Evaluation System

Hangzhou has always attached great importance to the protection and utilization of water environment,the five major projects,such as “West Lake Protection,Xixi Protection,Canal Protection,Interception of Pollution Control,and River Regulation” have been implemented.With the implementation of the “Five Waters Governance” strategy in Zhejiang Province in 2013,urban water environment has a new acceleration.Hangzhou as a provincial capital,an urgent need for a river channel improvement evaluation system suitable for Hangzhou.This study is based on a comprehensive analysis of relevant domestic and international water environment assessment systems,follow the principles of integrity,representation and simplicity,construct a set of "target layer-layer indicators-criteria level(classification level)" three-level index system.The main conclusions are as follows:1.The established Hangzhou urban river improvement evaluation system is divided into three layers.The first layer is the target layer,the criteria layer is divided into five aspects: engineering benefit,ecological benefit,landscape benefit,economic benefit and social benefit.There are 16 indicators in the indicator layer.In the selection of evaluation methods,this study adopted a more extensive analytic hierarchy process for comprehensive evaluation.2.And depending on the application of the river,fine-tuning indicator weights.Then take the Xitang River as an example,scientific and practical evaluation system proposed by empirical analysis,and assessing the effectiveness of comprehensive management of Xitang River.Summarize the characteristics of the river improvement in Hangzhou,“the overall effect is better,but due to different functional orientations,there are differences in the effectiveness of remediation”.Therefore,suggestions include the need to integrate regional functional positioning and strengthen long-term management of rivers.At present,there are still some indicators in the system that are more difficult to be more complicated,and the weight of indicators is subject to subjective influences.But through the promotion and application of the system and the gradual improvement,the conclusions drawn from the assessment will help to provide directions and basis for the future rectification of the river channel in the project design,it also helps to provide reference and technical support for the post-planning decision-making departments.
