As China's urbanization rate exceeds 50%,China's urban development begins to change from physical expansion to stock optimization.Large-scale demolition and large-scale urban renewal has caused many adverse social impacts.A more humanized,small-scale,and daily-oriented urban micro-regeneration has gradually become a new trend.Driven by China's industrial upgrading, the cultural and creative industry,as a very dynamic emerging economy in the world,is receiving more and more attention from local governments. It provides a new economic growth point for China in the context of economic slowdown.Cultural and creative festivals are the display and marketing platform for the cultural and creative industry.Successful cultural and creative festivals have also enhanced the image of the city and have been actively planned and organized by more and more local governments.Urban micro-regeneration and cultural and creative festivals are the key tasks of current urban development. Some local governments and organizations with innovative awareness combine them to carry out urban regeneration practices and achieve some results, such as the promotion of organic regeneration in the Dashilar area by Beijing International Design Week.At present, urban micro-regeneration based on cultural and creative festivals is a developing concept.Relevant documents are mostly descriptions and records of organizers based on personal experience, lack of empirical research, and lack of systematic analysis of their advantages and disadvantages and implementation strategies. This paper selects Nantou Old Town, the main exhibition venue of UABB2017,as an empirical research object.Through long-term on-the-spot investigation,it examines the role of UABB2017 in the micro-regeneration of Nantou Old Town by observation, interview, behavior record and questionnaire. The paper is divided into the following three parts:The first part is the first, second and third chapters of the thesis, mainly for background analysis and theoretical research.Chapter 1 gives a general introduction to the background, purpose, and methods of writing.Chapter 2 mainly introduces the development background of cultural and creative festivals and urban micro-regeneration,and expounds the related logic of the two.Chapter 3 introduces the mechanisms and models of urban micro-regeneration based on cultural and creative festivals,as well as the positive and negative impacts of cultural and creative festivals on urban micro-regeneration.The second part is the fourth, fifth and sixth chapters of the thesis, which is the empirical part of this paper.Chapter 4 reviews the background and effects of the micro-regeneration of the past UABB venues, and points out that not all venues have achieved good activation effects. The more successful activation of the OCT Creative Culture Park was not solely driven by UABB.Chapter 5 makes a critical description analysis of the urban micro-regeneration of Shenzhen Nantou Old Town during UABB2017,and divides the urban micro-regeneration of Nantou Old Town into the exhibition reconstruction, interventional exhibits, government intervention, enterprise intervention and spontaneous intervention. The quality of their completion were reviewed. In this chapter, the behavioral checklist and behavioral map method are used to detect the regeneration effect of the node space in Nantou Old Town. The results show that these transformations have strong appeal to people, especially the open space, and these open spaces continue to serve the surrounding communities after the exhibition.Chapter 6 studies the subjective evaluation on the micro-regeneration of Nantou Old Town by the two main users of Nantou Old Town—tourists and aborigines. The results show that tourists have a good overall evaluation of Nantou Old Town micro-regeneration.Among them, the most satisfactory ones focus on space transformation, design quality, cultural and artistic atmosphere, etc. And tourists are less satisfied with the related logistics facilities such as rest facilities configuration, toilet configuration, street cleaning, indoor air quality, and answering service. The attitude of the aborigines to the micro-regeneration of Nantou Old Town is relatively flat, but most people still express the exhibition's improvement of the street environment and create more space for local children to play. The third part is the seventh chapter of the thesis, which is the conclusion of the empirical research and its enlightenment to the future.Through the case study of Nantou Old Town, this paper believes that cultural and creative festivals have the ability to promote urban micro-regeneration,and have a significant role in promoting public open space, cultural and artistic atmosphere. For projects that want to use the cultural and creative festivals to achieve urban micro-regeneration,they should(1)incorporate long-term planning for the venue in the festival,(2)create a unique cultural connotation of cultural creativity,(3)pay attention to the quality of space design,(4)encourage local residents to cooperate and participate,and(5)improve the basic infrastructure and logistics services.
