The construction of large-scale water conservancy and hydropower projects is usually large-scale and involves a wide range of aspects.The construction of large-scale water conservancy and hydropower projects will be limited by various natural conditions and geological topography.Because of its special geographical location and natural characteristics in Tibet,the construction conditions of water conservancy projects are more difficult than those in other places of China,and the requirements for construction technology are higher than common inland places.Therefore,according to local conditions,it is particularly important to do a good job in the construction organization design of water conservancy projects in high altitude areas of Tibet.The Laluo Water Conservancy Project is the largest water conservancy project currently being organized and constructed in Tibet Autonomous Region.Its main task is to provide irrigation guarantee for the downstream areas,promote the development of agriculture and animal husbandry in Tibet and improve the living conditions of local farmers and herdsmen.The construction of Laluo Water Conservancy Project is an important strategic measure to achieve leapfrog development in Tibet,and it make a great significance to promote economic and ecological construction in Tibet.According to the basic conditions of the construction of Laluo Hydro-junction Project in Tibet,through in-depth investigation and analysis of the special natural conditions and engineering characteristics of the area where the project is located,this paper studies the construction technology of sand gravel dam with roller compacted asphalt concrete impervious core wall in alpine and high altitude areas.Through the whole planning of the project,the production factors of the project can be optimized and the resources can be allocated reasonably.The construction period meets the requirements and the construction method is feasible,so it can complete the most scientific and reasonable construction organization design.Through scientific and rational arrangement of various human,material resources and construction methods in the construction of the project,the best construction effect can be obtained.The main results include:(1)In the construction organization design of water conservancy projects in high altitude and cold regions,the adverse effects of low temperature and anoxic environment on theproject construction are mainly considered,and the construction efficiency of manpower and machinery is reasonably optimized.Under the harsh conditions of high altitude in Tibet,the engineering construction practice shows that the efficiency reduction of construction machinery is not obvious,but the efficiency reduction of construction personnel is nearly 50%compared with that of inland areas.Aiming at artificial efficiency reduction,it is more reasonable to adopt the comprehensive remedy method of prolonging construction time,reducing construction intensity and increasing construction personnel in construction.Aming at mechanical efficiency reduction,it is more reasonable to increase the frequency of shifting of mechanical operators and reduce the working time of mechanical operators in one shift,so as to reduce the working intensity of mechanical operators in construction.(2)It is difficult to control the construction quality of asphalt concrete core wall and dam shell materials in winter,so winter construction should not be arranged.(3)The lack of human resources in construction projects in Tibet has a negative impact on the construction organization,which seriously affects the progress of the project.However,the impact of this part can not be accurately predicted before the construction.Therefore,great attention must be paid to the design of construction organization and scientific prediction and planning.By improving the living conditions and wage level of the participants,the relative stability of managers and technicians can be guaranteed as far as possible,and the adverse effects can be reduced.The research results of this paper are now being applied in the construction of Laluo Water Conservancy Project in Tibet.Relevant experience can be used for reference in the construction organization design of water conservancy projects in similar high altitude and cold areas in China.
