The purpose of power market reform is to improve the production efficiency of electricity industry and reduce the consumption cost,at the same time,make the electricity industry develop continuously and healthily,and ultimately realize the maximization of social welfare of electricity production.In the reform of the electricity market,the price mechanism and declaration mechanism are the core issues of the market rules.Scientific and reasonable price and declaration mechanism can guide the balance between supply and demand in the market and achieve the most effective utilization of electricity resources.In this paper,two basic core issues of price mechanism and declaration mechanism in power market are studied.Firstly,this paper introduces the price mechanism of the unified price mechanism and PAB(pay-as-bid)price mechanism commonly used in domestic and foreign markets and proposes a new equivalent bilateral PAB price mechanism based on incentives.It compares the stability,incentive,balance of revenue and expenditure,and analyses the advantages and disadvantages of each model.Secondly,in order to verify the superiority of the proposed price mechanism,this paper uses co-evolutionary algorithm to find the equilibrium solution of the simple power market model based on Pool model under the step-wise bidding mode.The results show that,compared with the midpoint price mechanism of the unified price model,the equivalent bilateral PAB price model can play a better role in market efficiency and stability.Finally,in order to verify the effect of different declaration modes on market equilibrium,this paper seeks the market equilibrium of the unified marginal price model under four different declaration modes and the equivalent bilateral PAB price mechanism under ab parametric declaration mode.The results show that under the bilateral market model,there may be many equilibrium situations in the market,and the market efficiency of the equivalent bilateral PAB price model is higher than that of the unified marginal price model.
