Research On The Development Strategy Of County Urbanization In Shaanxi Province Based On Potential Evaluation

Since the reform and opening up,urbanization in China has developed rapidly and achieved remarkable progress.At the same time,there are many contradictions and problems in the development of urbanization.On the one hand,there are a series of urban diseases in large and medium-sized cities,such as environmental pollution,traffic congestion,mismatch between urban expansion and resources and environmental carrying capacity;on the other hand,the regional spatial imbalance of urbanization development and the imbalance between large,medium and small cities and towns are obvious.At present,the urbanization rate of the permanent population in China has approached 60%,which is in the critical period of transformation from traditional agricultural society to industrialized society.The task of urbanization in the future is still arduous.In 2014,the Government Work Report put forward the urbanization development goal of "three hundred million people".It is difficult to digest the large number of migrants just depend on large and medium-sized cities,and this is also contrary to the new concept of "people-oriented" urbanization.However,the number of county towns in China is large,the limitations of the space and resources and environment are fewer,and the potential of urbanization development is great,all these together can make county towns play an important role in the future development of urbanization in China.Shaanxi Province is located in the transitional region between the central and Western regions.The outflow of population is greater than the inflow.The phenomenon of urbanization and Semi-urbanization in different places is prominent.How to accelerate the process of urbanization in county areas,promote the urbanization of population in situ and improve the urbanization rate of household registration at the same time is an important issue worthy of further study and discussion.Based on the above background,this paper takes 84 county-level administrative regions in Shaanxi Province as the research object,focusing on the new characteristics and problems in the process of urbanization development in accordance with the requirements of the new era,and analyzing the main influencing factors of urbanization from two aspects of population transfer and urban development,so as to establish an evaluation index system and evaluate the development potential of county-level urbanization by using statistical analysis method.According to the evaluation results,the key urbanization development areas of the provinces are determined by comprehensive analysis,and the optimization model of county urbanization development layout is put forward from the macro,meso and micro levels.The main conclusions of this paper are as follows: Firstly,the spatial difference of county urbanization level in Shaanxi Province tends to decrease,but the spatial agglomeration characteristics of population are obvious which are mainly concentrated in Guanzhong area,and closely distributed along Longhai Railway and Lianhuo Expressway.In addition,the phenomenon of "triphibious" migration of rural population in county areas is relatively common.County towns can meet the needs of population development,but the lack of employment absorptive capacity leads to the employment of the main labor force in County Rural Families in big cities and the purchase of houses by family members in County towns.At the same time,the family manages rural land and keeps houses in villages,which makes it difficult to break away from the countryside,thus forming a triphibious mobile pattern of "big city-county town or key town-village".Secondly,resources and environment carrying capacity,economic growth capacity and facilities guarantee level are important factors affecting the development of urbanization,and are also important indicators to measure the development potential of county urbanization.Based on the analysis of the influencing factors of county urbanization development,this paper constructs the evaluation index system of urbanization development potential,and evaluates the urbanization of 84 counties and counties in Shaanxi Province by using statistical analysis method.The results show that the regional differences of county urbanization development potential are great,and the number of counties with low development potential accounts for 60%,while the spatial agglomeration trend of counties with high development potential is obvious,mainly located in Northern Shaanxi that long the Great Wall in,the Longhai Railway in Guanzhong and the Lianhuo Expressway,and around the Hanzhong Basin,Yuechuan River and Shangdan Valley in Southern Shaanxi.Thirdly,the layout of county urbanization development needs to be optimized urgently.Based on the evaluation results of development potential,84 counties are divided into four levels from the macro-provincial level,seven counties with high development potential and 30 counties with medium and high development potential are identified,and the spatial pattern of urbanization in provincial counties with "one circle,two axes and two belts" is constructed.The "point axis network" in Guanzhong,the "core-edge" in Southern Shaanxi and the "point axis" in Northern Shaanxi are put forward according to local conditions at the meso-regional level.From the micro level,we should focus on the problems and shortcomings of development,and strengthen the comprehensive support system from three aspects: industrial development,facility carrying capacity and policy system.
