Study On Evaluation Index System Of Earthquake Resistance Toughness Of County Town

China is seriously affected by earthquake disasters.Earthquakes have brought severe challenges to the coordinated development of society and ecology,and the safety of life and property of residents in our cities.The population of the county town is relatively concentrated,the level of economic and social development is relatively weak,its earthquake-proof ability is poor,and its vulnerability to earthquake disasters is large.Therefore,the evaluation of the earthquake-proof capability of county towns is conducive to finding out the earthquake-proof problems in the construction of county towns and making up for their own shortcomings.How to systematically and scientifically evaluate the earthquake-proof capability of county towns is of great practical significance to the safety of life and property of residents and the stable development of society.In recent years,urban resilience has been introduced into the research field of planning to solve the problem of urban disaster prevention and mitigation.Resilience assessment of the region can effectively reflect the ability of the region to respond to disasters.Therefore,this paper synthesizes various evaluation index systems of urban resilience,studies the county,puts forward the evaluation index system of seismic resilience of county,and explores the objective method of evaluation of seismic resilience of county.Firstly,on the basis of the existing evaluation index of toughness,this paper extracts the relevant elements of toughness in the field of earthquake prevention,and sums up the different categories of evaluation index system of toughness.The evaluation index system of resilience includes the resilience evaluation index system constructed by the city’s constituent elements,i.e.social,economic,engineering and ecological factors;the evaluation index system of redundancy,efficiency,anti-disturbance and adaptability is divided from the characteristics of resilience;and the evaluation index system is put forward from the two levels of urban system and urban management.Toughness evaluation index system,etc.Secondly,according to the background of earthquake disasters and the characteristics of earthquake sudden occurrence and derivation in our country,in view of the weak links in the social and economic development,management level and engineering construction of county towns,this paper analyses the earthquake prevention problems of county towns,and clarifies the hidden dangers of earthquake prevention of county towns.Afterwards,the toughness characteristics are correlated with the stage of earthquake prevention and disaster reduction in County towns.Based on the analysis of the toughness characteristics of the earthquake-proof capacity of county towns before,during and after earthquakes,an evaluation system of the earthquake-proof toughness is established.Thirdly,the evaluation system of earthquake resilience of County town is constructed by four first-level indicators: disaster-bearing capacity,response capacity,recovery capacity and adaptability.The system consists of 9 secondary indicators and 26 tertiary indicators.Indicators synthesize the research results of various urban resilience evaluation systems and various laws,regulations,technical specifications and other legal provisions,summarize various urban development indicators,such as social construction elements,economic development elements,construction indicators of Engineering facilities,administrative management indicators,etc.,and propose an evaluation system of county seismic resilience,and through Delphi.The method and analytic hierarchy process(AHP)establish weights for various indicators.Then,the evaluation system of earthquake resistance toughness is used to evaluate Dingyuan County,analyze the current situation of earthquake prevention in Dingyuan County,and evaluate the evaluation score,verify the feasibility of the study of the evaluation system of earthquake resistance toughness in Dingyuan County,and put forward optimization suggestions for the specific problems of Dingyuan County.Finally,through the practical study of Dingyuan County,the scientificalness and feasibility of the evaluation index system of earthquake resistance toughness of County town are verified,and the in-depth thinking of the evaluation index system proposed in the paper is triggered,the insufficiency of the research is summarized,and the research prospect is put forward.
