Under the background of new urbanization construction,small-medium cities play an important role in coordinating the balanced development of urban and rural areas as well as undertaking the transfer of urban and rural economy, industry and population. Therefore,it is necessary to carry out research on the construction of small-medium cities. In addition, with the popularization of mobile internet terminals and the application of data analysis methods in the study of big cities,it is feasible to make multi-source data analysis and research in small-medium cities.Through quantitative analysis of built-up areas in small-medium cities,it is possible to monitor the occurrence of “urban disease” more accurately and prepare for the implementation of preventive measures in advance. It can be found, through urban research based on multi-source data analysis at home and abroad,POI data is often used for the identification of urban functional properties, and Baidu map population thermodynamic data has been verified in recent years to measure the clustering characteristics in urban areas. However, there are few studies on the correlation between urban functional properties and clustering characteristics. This paper, using POI data analysis,Baidu map population thermal data analysis and other methods, firstly summarized relevant theories and found that the functional hybrid theory and the urban vitality theory explore the construction of beautiful city life from the spatial perspective and the social perspective respectively.Meanwhile, space and society correspond to the “container” and “content” in the theory of human ekistics. Therefore, functional hybrid theory, urban vitality theory and human ekistics provide theoretical basis for the research direction.Besides, due to its spatial and social attributes, the block can be used as an analysis unit for the study of functional properties and clustering characteristics.Secondly, with multi-source data of the Internet, this paper selected Liyang,a subcenter city in the Ninghang ecological economic belt of the Yangtze River Delta city group,as the research object and made quantitative research indicators,so as to analyze the functional properties and the clustering characteristics in the central blocks of Liyang. The following problems were found in the central blocks of Liyang: 1.the enforcement and inflexibility of the planning bring about the functional homogenization of the block;2.urban blocks planning is carried out in stages according to functions,so it is difficult to form a cohesive system;3.the lack of adequate transportation facilities in the old city may have the hidden dangers of urban congestion and “hollowing”;4.the absence of commercial and greening functions makes the residents face higher commuting transportation costs and less outdoor living space;5.the urban beautification movement under “civilized city” restricts the development of individual economy.Based on the reality, the author put forward the following block optimization strategies: 1.use the theory of mixing block size and function as well as the division control method of urban construction intensity to deal with the planning and construction problems;2 try to carry out the return practice of block “publicity” and learn from the "multi-purpose" mode to solve the traffic dilemma;3 open up urban greening blocks and create urban gardens to increase the outdoor activity space;4 improve the capacity of the commercial consumption space in the block to promote sustainable development of individual economy and enhance the vitality of the block. Finally, the paper presented the research results and made an expectation for the future research direction combining with the shortcomings in the research.
