Research On Systematic Ways Of The Construction Of Sponge City

Sponge City is a new strategic concept to deal with urban water environment problems.The proposal of the sponge city strategy has experienced the pr ocess of national promotion and local craze,and relevant technical guidelines have been widely spread.However,the systematic strategic framework has not yet reached broad consistency,which is not conducive to the systematic development of China's sponge city construction,and is not conducive to Standardization and systematization of relevant academic research.Based on the existing literature research,this paper chooses the systematic strategy of sponge city construction as the main research object.Firstly,it combs and summarizes the theoretical basis of sponge city construction from the three aspects of optimal management measures,low-impact development and green infrastructure.It systematically sorts out the main strategies of sponge city construction at home and abroad,and puts forward the foundation of sponge city construction.Relationship is the relationship between people and water,and puts forward the basic logic from problem governance to system construction.Secondly,taking the "Special Plan for the Sponge City of Guoyang County" as an example,the characteristics of the water environment in Guoyang County are analyzed in detail from the aspects of climate,precipitation,flood control and underlying surface,and then from water safety,water resources,water environment and water.The four aspects of ecology put forward the main contradictions in the water environment management of Guoyang County,and finally put forward the main demand for the construction of sponge city in Guoyang County.Thirdly,based on the theoretical analysis of the construction of the sponge city and the analysis of the current situation of the water environment in Guoyang County,through the combing of the specific planning strategies of the four aspects of replenishment,water management,construction order and Huixing,the construction of the sponge city in Guoyang County is proposed.Systematic strategy content,including(1)replenishment strategy for remediation of innocent water points,prevention and control of black and odorous water bodies,restoration of coal mining subsidence areas;(2)water management strategy for drinking water,water transfer,dredging and river ecological construction,construction of rainwater network-Wetland Park-Water use system of river channel;(3)Construction strategy is low impact development and resource utilization system;(4)Huixing strategy is dynamic monitoring,evaluation and construction of integrated management and control platform.Through the four levels of strategy combing,build its systematic sponge city construction content.Finally,on the basis of theoretical analysis and case practice,a systematic strategic framework for sponge city construction is proposed,including(1)replenishment-problem point governance,(2)water management-water system grooming,(3)construction sequence--The construction of a benign human-water interaction relationship,(4)Huixing-a sustainable intelligent operation and maintenance system.These four levels reflect the content of the sponge city construction content,which is a progressive system of governance.It has both short-term and long-term sustainability.It is a systematic strategic framework for sponge city construction with extensive reference.Sponge City Construction is a systematic project.Through the combing of the four levels of strategy system,it will help to improve the systemic and normative nature of China's sponge city construction,and has certain reference value for related research and practice.
