In the era of globalization,the transnational supply of marine ports has become a trend.The wave of privatization of ports has intensified the internationalization of the supply of marine ports.The supply of transnational maritime ports not only promotes regional cooperation,economic prosperity,but also faces a series of problems,such as focusing on economic output and neglecting value recognition,focusing on official-level cooperation and ignoring the voice of the people.How to deal with the consensus and value problems in the investment and construction of transnational ocean ports,and to achieve a benign supply of transnational maritime ports is a major problem facing national governance and even global governance.Based on the dynamic perspective of process theory,this study uses public value theory to analyze the contradictions and dilemmas facing the current supply of transnational ocean ports.First of all,the public value types and value sets proposed by Bozeman and other scholars are used as the research framework for the analysis of the public value of transnational ocean ports.By combing the construction process of Gwadar Port,we will grasp the core keywords from relevant news reports,and deeply analyze the public value appeals and value conflicts of each subject at different stages.Summarize the public value form of the three stages of negotiation,construction and operation of Gwadar Port.Secondly,the “strategic triangle”model is used to analyze how public managers in Gwadar Port achieve public value by controlling the environment and operational processes.In value management,common values,public interests,stakeholders,legitimacy and dialogue are important values for the development of Gwadar Port.The cooperation with the Palestinians to reach a consensus and improve the social environment around Gwadar Port is an important part of the management of Gwadar Port.Responding to public needs and the ability to continue to innovate is the focus of operations at Gwadar Port.Public value managers should strengthen operational management and improve the environment through continuous and active dialogue to achieve the expected public value.
