In recent years,with the rapid development of the national economy,the overall electricity consumption is increasing,which has exacerbated the energy shortage and triggered a series of environmental and climate problems.Government strongly advocate energy-saving and emission-reduction,and power industry,as a key energy-saving industry,is duty-bound.Substation,as an important part of the distribution network,its substation service electrical system is often neglected,resulting in energy wasting.At present,research on energy saving of power stations mostly considers only the static performance evaluation of the appliances.Besides,the management of energy conservation is mostly realized by manpower.Therefore,there is a lack of automatic energy-saving optimization methods for management of substation service electrical system taking into account the dynamic power demand.In this paper,a technical framework for energy conservation of substations based on load situational awareness is proposed,and a technical implementation framework of perception,comprehension,pre-judgment and control is established.Introducing economic theory,the paper proposes the indicators of power utility to characterize the users' satisfaction.The method of power utility evaluation for different appliances in substation is defined by combining the running state of the electric appliance and the actual electricity demand.The concept of energy-saving utility cost based on foreground theory to evaluate the impact of energy-saving strategy on users' subjective satisfaction is proposed,on the basis of which,the energy-saving optimization model is established.The utility cost constraints,the optimization objective to maximize the energy-saving and the optimization algorithm flow have been specified.The power utility evaluation system and the energy-saving optimization model in this paper are applied to a substation in Chengmai,Hainan Province.The dynamic energy-efficient management strategies are implemented for air-conditioning equipment,lighting equipment and office equipment.The results show that the method proposed in this paper is practical and feasible,which can bring considerable energy saving benefits while ensuring the users' satisfaction.
