With the continuous promotion of the "One Belt and One Road" initiative, the number of international projects undertaken by Chinese construction companies has increased significantly, and the turnover has also increased steadily. However, compared with advanced international enterprises,Chinese enterprises are still less competitive in the aspect of resource reconfigure and organizational management ability in the multicultural environment, which has an adverse impact on project performance. At the same time,as the pace of Chinese construction companies entering the international market continues to accelerate, the impact of institutional factors on project construction has become more apparent, increasing the difficulty of project operation and management. Therefore, from the perspective of cultural intelligence, this study analyzes how Chinese construction companies should improve their resource level and management ability in a multicultural environment, and explores how companies should cope with the impact of institutional distance on project construction, and provide strategic advice for optimizing project performance. This paper comprehensively uses qualitative analysis and empirical research.Firstly, the grounded theory research and case study method are used to encode and analyze seven typical international engineering cases. The connotation of cultural intelligence of construction enterprises is expounded from three aspects: process capability, position capability and path capability. The institutional distance is divided into formal institutional distance and informal institution. Then, this paper proposes research hypotheses about the relationship between cultural intelligence, institutional distance, and international project performance, based on resource-based theory, dynamic capability theory, and institutional theory. In the empirical analysis section,a total of 63 valid questionnaires were collected by snowballing for multiple linear regression analysis. The results show that,(1)the process, position and path capability of the construction enterprise have a significant positive impact on the project performance;(2)the informal institutional distance has a negative moderating effect on the "position capability – project performance" relationship"and the "path capability – project performance" relationship. At the same time, the formal institutional distance also weakens the positive impact of path capability on project performance, but it strengthens the positive effect of position capability. The research contributions are as follows: Firstly,it expounds the dimension and meaning of cultural intelligence of construction enterprises, and enriches the application of cultural intelligence concepts in the field of international engineering. The conclusion provides direction for construction enterprises to improve their organizational management capabilities in the international market.Secondly, this study clarifies the impact of institutional distance on international project construction and performance, and provides theoretical advice for improving project performance. Finally, this study provides a methodological reference by using qualitative and empirical research methods for subsequent research in the field of international engineering.
